Framework agreement for winter maintenance in a defined port area

Background Bergen Havn needs to establish a new framework agreement for winter maintenance in a defined port area. Winter preparedness is necessary to ensure safe accessibility and secure operation in the port area throughout the winter season. The area includes traffic and operationally critical areas where weather and road conditions can change rapidly, and where measures need to be implemented on short notice. The procurement shall facilitate clear cooperation, efficient handling of incidents related to snow and ice, and ongoing coordination between the parties. Description of the assignment The assignment comprises the delivery of winter maintenance services in a defined area under Bergen Havn's responsibility. The service shall support safe and appropriate accessibility during the winter season and will be managed through a zone/route division with a corresponding level of execution, cf. Appendix 1a. It is expected that the supplier will be able to clear multiple areas simultaneously if needed during heavy precipitation. The delivery mainly includes snow plowing, snow removal, and measures against slippery conditions, including salting and/or gritting. If necessary, the supplier shall also be able to handle snow removal when local storage facilities are insufficient. The assignment includes winter preparedness with an on-call arrangement and the possibility of emergency response for incidents, so that necessary measures can be implemented under varying weather and road conditions. The framework agreement shall support efficient cooperation between the parties, including notification, ongoing coordination, simple documentation, and reporting related to completed assignments as a basis for follow-up and control.
