Innovasjon Norge ønsker å inngå en rammeavtale med en leverandør av økonometrisk analyse og statistikk for å utarbeide de årlige estimatene for effektindikatorene i Innovasjon Norges mål- og resultatstyringssystem (MRS). Estimatene vil bli publisert i den årlige rapporten til Innovasjon Norges eiere og oppdragsgivere. Anskaffelsen skal dekke Innovasjon Norges behov for å utarbeide årlige estimater for spesifiserte effektindikatorer i Innovasjon Norges mål- og resultatstyringssystem (MRS), samt videreutvikling av metoder og bruk av estimatene. Se vedlegg 1 Mål- og Resultatstyringssystem, Innovasjon Norge datert 14. mars 2013. MRS-systemets effektindikatorer ble operasjonalisert av Statistisk sentralbyrå (SSB) i 2014–2015.[2] Samarbeidet med SSB ble avsluttet i 2018. Siden 2018 har Samfunnsøkonomisk analyse AS og nå Oslo Economics AS vært leverandører. Det er viktig å ha uavhengige vurderinger av effekter av tjenestene til næringslivet. Det er behov for bistand fra et uavhengig, kompetent fagmiljø med forskerkompetanse. Formålet med effektanalysene er å forsøke å måle den samfunnsøkonomiske effekten basert på registerdata og kvasieksperimentelt design, i tråd med Direktoratet for forvaltning og økonomistyrings (DFØ) retningslinjer for mål- og resultatstyring. Matched Difference-in-Differences (MDiD) har vært brukt i årsrapportene siden 2015. SSB utviklet analyseoppsettet i STATA i 2015. Samfunnsøkonomisk analyse AS og Oslo Economics AS har brukt dette oppsettet og den nye leverandøren vil få det fra Oslo Economics AS. Det vil være mulig å publisere resultater fra prosjektet.
