2. Matters for Competitive Tender:
(1) Bid Title: Contract for Business Feasibility Assessment and Demonstration of FWA Services Utilizing Open RAN Technology in the Republic of the Philippines

This matter shall be conducted using the "Electronic Procurement System" for bidding, bid opening/closing, and contract procedures.
However, if it is difficult to use the "Electronic Procurement System" for unavoidable reasons, paper bidding, bid opening/closing, and contract procedures may be used only if a reason statement specified in the tender explanation document is submitted to the location indicated in item 6 below between 10:00 AM on September 1, 2024, and 5:00 PM on September 8, 2024, and approval is obtained. 4. Qualifications Required for Participation in Competitive Tender:
(1) Must not fall under the provisions of Article 70 of the Order for Enforcement of the Public Accounting Act.
However, this does not apply to minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion.
(2) Must not fall under the provisions of Article 71 of the Order for Enforcement of the Public Accounting Act.
(3) Must be graded A, B, C, or D in "Services, etc." - "Research and Development" in the FY2025, 2026, and 2027 Ministry of Internal Affairs and Communications Competitive Participation Qualifications (All-Ministry Unified Qualifications) and possess competitive participation qualifications in the Kanto-Koshinetsu region. Furthermore, for those whose total unified assigned score in the unified qualification standards, when added to the given technical evaluation score, corresponds to the above grades (hereinafter referred to as "Technically Capable Small and Medium-sized Enterprises, etc."), bidding will be permitted if they are recognized as having equivalent technical capabilities.
(4) Must not be under a suspension of designation based on the Ministry of Internal Affairs and Communications or other ministries' suspension of designation measures during the period of suspension. However, for the suspension period imposed by other ministries, etc., only the period exceeding the Ministry of Internal Affairs and Communications' suspension period will not be included.
(5) Must have submitted the documents required in item 5 below and met the conditions as a bidder.
(6) Must not be a person whose management is substantially controlled by a gangster or a person equivalent thereto.

Those who wish to participate in the bid must submit the following documents via the "Electronic Procurement System" between 10:00 AM on September 1, 2024, and 5:00 PM on September 8, 2024. However, if it is difficult to use the "Electronic Procurement System" for unavoidable reasons, they must submit them to the location indicated in item 6 below by the deadline.

9. Invalid Bids:
Bids submitted by persons who do not have the qualifications required for participation in this announcement, and bids that violate the conditions of bidding, will be deemed invalid.
10. Amount Stated in Bid Form:
When determining the successful bid, the bid price will be the amount obtained by adding 10% of the relevant amount to the amount stated in the bid form (if there is a fraction of less than 1 yen in the relevant amount, the fraction will be rounded down). Therefore, bidders shall state in their bid form the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax.
11. Method of Determining the Successful Bidder:
The successful bidder will be the one who meets the minimum requirements of the mandatory items among the performance requirements clarified in the tender explanation document, whose bid price is within the limit of the estimated price prepared in accordance with Article 79 of the Order for Enforcement of the Public Accounting Act, and who achieves the highest score based on the comprehensive evaluation method.
However, the criteria under Article 85 of the Order for Enforcement of the Public Accounting Act may apply, so those wishing to participate in the bid should carefully read the tender explanation document.
12. Requirement for Contract Creation:
A contract shall be created upon conclusion of the contract.
However, this may be omitted if the contract amount is less than 2.5 million yen.
