Construction Overview (1) Project Name: Fukue RCAG Transmitter Station and 2 Other Locations Air Conditioning Equipment Work (Electronic Bidding and Electronic Contract Target Project) (2) Project Location: Fukue RCAG Transmitter Station/Receiver Station, 2728-1 Aragouchi, Nagamine-go, Tomie-cho, Goto City, Nagasaki Prefecture. Fukue Airport Terminal Building, 2192 Kamiozu-cho, Goto City, Nagasaki Prefecture. (3) Construction Details: This project involves the renewal of the following air conditioning equipment due to aging. 1) Fukue Airport RCAG Transmitter Station Building Overview: Reinforced concrete, 1 story above ground. Target Equipment: Air conditioning equipment for air traffic control operations, Radio equipment room (air-conditioned area 56㎡). - Air-cooled package type air conditioner (floor-standing type): 2 units - Power control panel: 1 unit 2) Fukue Airport RCAG Receiver Station Building Overview: Reinforced concrete, 1 story above ground. Target Equipment: Air conditioning equipment for air traffic control operations, Radio equipment room (air-conditioned area 37.5㎡). - Air-cooled package type air conditioner (floor-standing type): 2 units - Power control panel: 1 unit 3) Fukue Airport Terminal Building Building Overview: Reinforced concrete, 5 stories above ground. Target Equipment: Air conditioning equipment for air traffic control operations, CVCF room (air-conditioned area 59.5㎡). - Air-cooled package type air conditioner (floor-standing type): 2 units - Power control panel/Power switching panel: 1 unit each. Target Equipment: Air conditioning equipment for air traffic control operations, ORSR radio equipment room (air-conditioned area 59.5㎡). - Air-cooled package type air conditioner (floor-standing type): 2 units - Electric heater: 2 units - Power control panel/Power switching panel: 1 unit each. * Includes equipment transportation and installation, foundation, piping, power equipment, automatic control equipment, remote monitoring and control equipment, insulation, painting, comprehensive test runs and adjustments, temporary work, and other removal work. * Removed items shall be disposed of by the contractor. (4) Construction Period: From the weekday following the contract signing date until March 17, FY2025. (5) This project is subject to electronic procurement system bidding and contracting. (9) This project is subject to evaluation based on the "Civil Aviation Bureau Construction Performance Evaluation Guidelines" if the contractor makes technical proposals regarding construction rationalization techniques (excluding techniques specified by the contracting authority) during construction and the effects of their implementation are confirmed. (10) This project does not permit the assignment of a supervising engineer (hereinafter referred to as "special supervising engineer") under the provisions of Article 26, Paragraph 3, proviso of the Construction Industry Act. (11) This project provides additional points in the comprehensive evaluation for companies that implement wage increases. (12) This project provides additional points in the comprehensive evaluation for companies certified under relevant laws as promoting work-life balance, etc. (WLB promotion companies). Details will be provided in the tender explanation document. (13) This project is subject to a labor cost dumping investigation. Details are provided in the tender explanation document. 2. Competition Participation Qualifications (1) The applicant must not fall under the provisions of Article 70 of the Public Accounting Act (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "P.A.A."). Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion are considered to fall under "special reasons" in the same article. (2) The applicant must not fall under the provisions of Article 71 of the P.A.A. (3) As of the bid opening, the applicant must be ranked in Grade A for "Piping Work" in the FY2025-2026 Ministry of Land, Infrastructure, Transport and Tourism General (Designated) Competitive Bidding Qualifications and have competition participation qualifications in the Osaka Regional Civil Aviation Bureau (For those who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Law No. 154 of 2002) or commencement of reconstruction proceedings under the Civil Reconstruction Act (Law No. 225 of 1999), re-certification of general competitive participation qualifications based on procedures separately determined by the Director-General of the Osaka Regional Civil Aviation Bureau after the decision to commence proceedings is required). For those who do not have such qualifications, applications for competition participation qualifications will be accepted through the application methods described in the "Public Notice on Qualifications of Competition Participants" (Official Gazette dated October 1, FY2020). 2 (4) The applicant must not have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act or commencement of reconstruction proceedings under the Civil Reconstruction Act. However, this does not apply to those who have received re-certification under (3). (5) The applicant must not have been subject to suspension of bidding based on the "Measures for Suspension of Bidding, etc., Related to Public Works Contracts under the Jurisdiction of Regional Civil Aviation Bureaus" (Notice No. 386, June 28, 1984) by the Director-General of the Osaka Regional Civil Aviation Bureau during the period from the submission deadline for the Competition Participation Qualification Application Form (hereinafter referred to as "Application Form") and Competition Participation Qualification Documents (hereinafter referred to as "Documents") to the bid opening date. (6) There shall be no capital or personnel relationships between the applicants (or their constituent members in the case of a joint venture). Note that it is understood that contacting parties to decide on a withdrawal when such relationships exist does not violate the provisions of Article 4-3, Paragraph 2 of the Ministry of Land, Infrastructure, Transport and Tourism Civil Aviation Bureau Competitive Contract Bidder's Handbook. (7) The applicant must not be a company whose substantial management is controlled by a member of a violent group, or a similar entity, based on a request for exclusion from Ministry of Land, Infrastructure, Transport and Tourism public works projects from the police authorities, and such status must not be ongoing. (3) Invalid Bids: Bids submitted by persons who do not meet the competition participation qualifications indicated in this announcement, bids with false statements in the application form or documents, and bids that violate the bidding conditions will be deemed invalid. (4) Determination of Successful Bidder: The successful bidder will be the one who submits a bid within the limit of the estimated price prepared based on the provisions of Article 79 of the P.A.A. and has the highest evaluation score in the comprehensive evaluation. However, if it is recognized that the contract content may not be performed in accordance with the contract by the successful bidder candidate due to their bid price, or if it is recognized that concluding a contract with that person would disrupt the order of fair trade and is extremely inappropriate, the bidder with the highest evaluation score among other bidders who submitted bids within the limit of the estimated price may be selected as the successful bidder. If the bid price of the person who should become the successful bidder falls below the investigation standard price based on Article 85 of the P.A.A., an investigation under Article 86 of the P.A.A. will be conducted. (5) Confirmation of Assigned Chief (or Supervising) Engineer: If a violation of the専任制 (exclusive assignment) of the assigned engineer is confirmed through CORINS or other means after the successful bidder is determined, the contract may not be concluded. Replacement of the application form will not be permitted except in cases approved as unavoidable due to various circumstances. (6) For projects requiring the assignment of an exclusive chief (or supervising) engineer, if the contract is concluded at a price below the investigation standard price, an engineer with equivalent qualifications may be required in addition to the exclusive chief (or supervising) engineer (refer to the tender explanation document). (11) Post-contract VE Proposal: After contract signing, the contractor may propose to the contracting authority a change to the design documents that allows for a reduction in the contract price without lowering the functions, performance, etc., of the contracted work object as specified in the design documents. If the proposal is deemed appropriate, the design documents will be changed, and if necessary, the contract price will be adjusted. Details are provided in the special specifications, etc. (12) Precautions regarding construction plan: In the examination of competition participation qualifications, if a construction plan is not submitted, or if it is recognized that the plan was created through consultation with other bidders regarding this project, the competition participation qualification will not be granted if the content of the construction plan is deemed inappropriate. (13) Other details are provided in the tender explanation document. 4(Tender Announcement) Attached Document 1 Competition Participation Qualification Requirements Project Name: Fukue RCAG Transmitter Station and 2 Other Locations Air Conditioning Equipment Work Tender Announcement Regarding "Satisfying all competition participation qualification requirements separately determined by the Authorized Signatory for Expenditure, Director-General of the Osaka Regional Civil Aviation Bureau, based on the provisions of Article 73 of the P.A.A." in 2.(9) above, the following shall apply. (1) Company Construction Experience: The applicant must have construction experience in projects that meet the following requirements, completed and delivered between April 1, FY2011, and the announcement date (private sector experience and overseas experience certified by the Overseas Infrastructure Project Engineer Certification/Award System are also acceptable). This applies only to experience as the prime contractor. Experience as a constituent member of a joint venture under Type A agreement is limited to cases where the capital ratio is 20% or more. Experience as a joint venture under Type B agreement is limited to the experience of the work divided within the project, and the capital ratio is not considered. Furthermore, if the construction performance evaluation score is notified for projects ordered by the Ministry of Land, Infrastructure, Transport and Tourism and the Okinawa General Bureau of the Cabinet Office, projects with a score below 65 points are excluded. (2) Qualifications of Assigned Personnel: The applicant must be able to assign a chief engineer or supervising engineer who meets the following criteria exclusively to this project. However, if Article 26, Paragraph 3 of the Construction Industry Act does not apply, exclusive assignment is not required. 1) Must be a Class 1 or Class 2 Certified Piping Construction Manager, or possess equivalent or higher qualifications. 2) Must have experience in the construction work specified in (1). The experience does not need to be for the same project as the company's construction experience. 3) For supervising engineers, they must possess a Supervising Engineer's Qualification Certificate and a Supervising Engineer Training Completion Certificate. 4) Must have a direct and continuous employment relationship with the applicant, and provide documentation to prove it. 5) The periods during which exclusive assignment of a chief engineer or supervising engineer is not required are as follows: ① The period from the conclusion of the contract until the commencement of site construction. (This excludes the period until the establishment of the site office, delivery of materials, or commencement of temporary work.) The date of commencement of site construction will be determined through consultation with the supervisor after the contract is concluded. ② The period after the completion of the work and inspection (excluding cases where the inspection is delayed due to the contractor's convenience), during which only administrative procedures, cleanup, etc., remain. The date of completion of inspection is the date when the contracting authority has confirmed the completion of the work and notified the contractor (e.g., the date on the "Completion Inspection Confirmation Notice"). 6) Special supervising engineers are not permitted for this project. (3) The technical opinion regarding the construction plan must be appropriate. If there is no description or the content is significantly inappropriate, competition participation qualification will not be granted. (4) If there is construction performance evaluation notification for piping work projects ordered by the Osaka Regional Civil Aviation Bureau and its subordinate offices (offices of regional civil aviation bureaus as defined in Article 39, Paragraph 1 of the Act on the Organization of the Ministry of Land, Infrastructure, Transport and Tourism) completed between April 1, FY2020, and the announcement date, the average construction performance evaluation score for these projects must be 65 points or higher.
