2 Competition Participation Qualifications
(1) Must not fall under Article 10 of the Regulations concerning the Contract for National Institutes for Quantum Science and Technology. However, this does not apply to minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for concluding the contract.

(2) Must not fall under Article 11, Paragraph 1 of the Regulations concerning the Contract for National Institutes for Quantum Science and Technology.
(3) Must have qualifications for participating in tenders by Single qualification for every ministry and agency during fiscal 2026. Applications are accepted at any time at the application reception desk listed in the attached table of the Public Notice on Qualifications for Participating in Tenders, Official Gazette, Extra Edition No. 58, dated March 31, Reiwa 8 (2026).

1. Purpose: The National Institutes for Quantum Science and Technology (hereinafter referred to as "QST") is accelerating research and development of Li-based tritium breeding blanket materials for prototype reactors. As part of the整備 of material analysis equipment, this project involves the purchase of sample holders for transmission electron microscopes (TEM) for high-temperature heating and vacuum transfer, and a PC for data analysis.

5. Delivery Deadline: Friday, March 19, Reiwa 9 (2027).
6. Delivery Place and Conditions:

7. Inspection Conditions: Inspection will be deemed合格 upon delivery of the procured items to the delivery place specified in item 6, and upon successful completion of the appearance inspection and quantity inspection, complete submission of the documents in Table 2, and confirmation by QST staff of the hardware and software operation explanations.
8. Warranty Period and Scope:
* Free repair will be provided for failures caused by manufacturing defects within one year of delivery.
* The scope of warranty is limited to free repair of the product.
* Failures falling under the following categories are excluded from warranty:
① Failures and damage caused by incorrect operation methods.
② Failures caused by electrical or mechanical modifications not attributable to the manufacturer.
③ Performance degradation, failures, and damage caused by changes in the installation environment after acceptance of the equipment.
④ Failures caused or induced by natural disasters or other force majeure events.
⑤ Consumables and their equivalents (cleaners, etc.).
9. Consultation: If any discrepancies or doubts arise regarding matters described in these specifications or matters not described herein, the implementation details shall be adjusted through consultation with QST, and the decision shall be followed.
10. Promotion of Green Purchasing Law: In this contract, environmentally friendly goods (office supplies, OA equipment, etc.) applicable to the Green Purchasing Law (Act on Promoting the Procurement of Environmentally Friendly Goods and Services by the Government and Other Entities) shall be adopted whenever possible.
The submitted documents (delivered printed matter) specified in these specifications shall meet the standards for "paper products" stipulated in the basic policy of the Green Purchasing Law.
11. Confidentiality: The contractor shall treat all drawings, documents, and information obtained through the execution of this contract disclosed or lent by QST as confidential, endeavor to maintain their secrecy, and shall not use them for any purpose other than the execution of this contract.
