Background and National ContextRwanda is committed to advancing disability‑inclusive Primary Health Care in alignment with Vision 2050 and the Health Sector Strategic Plan V, recognizing that early detection, early intervention, and access to quality rehabilitation services are essential for improving functional outcomes and reducing long‑term disability.
To address existing gaps in rehabilitation and assistive technology provision, the Ministry of Health through the Rwanda Biomedical Centre, in collaboration with UNICEF, is implementing integrated disability‑inclusive health and nutrition interventions in Huye and Bugesera Districts.
This initiative also complements ongoing implementation of comprehensive community disability interventions across two districts.
As part of these broader system‑strengthening activities, two national rehabilitation centers, Rilima Orthopedic Specialized Hospital in Bugesera District and the University Teaching Hospital of Butare (CHUB) in Huye District have been prioritized for upgrading.
Both serve as referral hubs for prosthetics, orthotics, physiotherapy, and occupational therapy, yet lack adequate specialized equipment to deliver comprehensive, high‑quality rehabilitation services.Rationale and Purpose of Equipment Installation.The rehabilitation and physiotherapy workshops at Rilima Hospital in Bugesera (in Eastern province) and CHUB in Huye(southern province) are central to Rwanda’s rehabilitation ecosystem, providing prosthetics and orthotics fabrication, advanced physiotherapy, occupational therapy, and clinical training for professionals from rehabilitation centers nationwide.
To fully operationalize their mandate, both facilities require upgraded machinery and therapeutic equipment capable of supporting modern device production, evidence‑based therapy, and structured pre‑service and in-service capacity building.
The planned procurement, installation of specialized equipment and capacity transfer to health providers will enhance the quality, efficiency, continuity, and sustainability of rehabilitation services offered at these national centres.
Vendors will therefore be required to provide on-site installation, commissioning, and hands‑on training to ensure skills transfer for healthcare providers responsible for equipment operation, maintenance, and service delivery.
Strengthening these workshops will expand national capacity for locally produced assistive devices, improve referral pathways, and reinforce the delivery of disability‑inclusive primary healthcare services through pre-service and in service trainings across Rwanda.
