1. Context
The Government of the Republic of Chad has obtained a Grant from the World Bank to finance the cost of the Adaptive and Productive Social Safety Nets Project (PFSAP) and intends to use part of the proceeds of this Grant
to finance the contract for the recruitment of an International Consultant to evaluate the performance of the various aspects
of the implementation of adaptive cash transfers (Covid 19 response and Cameroonian refugees), regular cash transfers,
productive measures and human capital support carried out by PARCA in order to inform the design of the PFSAP activity packages.
The Project Management Unit (PMU) invites Consultants to submit their applications for the services described above.
Interested consultants must provide information on their qualifications and experience demonstrating their suitability for the services (dated and signed curriculum vitae, copies of diplomas and proof of similar references provided, etc.).

and implementation of cash transfer programs and processes
(adaptive and regular), productive measures, and human capital development;
07 years of experience: 20 points;
Beyond 07 years of experience: + 1 point per additional year, up to
a maximum of 5 points;
Less than 07 years of professional experience: 0 points
2.2 Proven experience in the design and implementation of economic inclusion
programs and human capital development;
- 1 to 2 similar assignments: 5 points
- 3 to 4 similar assignments: 10 points
- 5 or more similar assignments: 15 points
2.3 Mastery of participatory techniques and other approaches for data collection and
analysis in local development and other fields
