1. The Malagasy Government has obtained financing from the World Bank to finance the cost of the Improvement of Access to Drinking Water Project (PAAEP) and intends to apply part of this financing to make payments for the contract for the design and implementation of the Antananarivo water network sectorization and the implementation of a priority program for the reduction of non-revenue water and network rehabilitation.
2. The PAAEP Project hereby invites eligible bidders to submit sealed bids for the implementation of a program of studies and works aimed at reducing significant real and apparent losses in the Antananarivo network, and in particular to:
- Design and implement improvements to the water distribution network,
- Design and execute a program to reduce non-revenue water,
- Prepare a program to improve commercial performance.
3. The procurement of contracts will be conducted through international competitive bidding via Invitation to Bid as defined in the "World Bank Procurement Regulations for Investment Project Financing Borrowers" 7th Edition, updated September 2025, and is open to all eligible bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process defined in the bidding documents. The following weights will apply to the Rated Criteria (including technical and other factors besides price): 60% and for the Bid cost: 40%.
