This invitation for prequalification follows the general procurement notice for this project that appeared in UN Development Business No. 744 of February 16, 2009 and in the UNDB online on January 22, 2009.
The Republic of Belarus has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Energy Efficiency Project, and it intends to apply part of the proceeds of this loan to payments under the contract Reconstruction of boiler house No. 3 of the Zhodino Thermal Power Plant in the town of Borisov with the building of Combined Cycle Gas Turbine Unit.
The contract will be jointly financed by the Government of Belarus. Bidding will be governed by the World Bank's eligibility rules and procedures. The RUE 'Belinvestenergosberezhenie' intends to prequalify contractors and/or firms for design, supply and installation of turbines and other equipment necessary for reconstruction of boiler house No. 3 of the Zhodino Thermal Power Plant in the town of Borisov with the building of Combined Cycle Gas Turbine Unit as indicated above.
Prequalification will be conducted through prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised October 2006 and is open to all bidders from eligible source countries, as defined in the guidelines.
Interested eligible applicants may obtain further information from and inspect the prequalification document at the RUE "Belinvestenergosberezhenie' (address below) from 9 a.m. till 6 p.m. local time on the regular business days.
A complete set of Prequalification Documents in English or Russian may be received by interested bidders on the submission of a writtenApplication to the address below
The document will be sent by courier mail or may be collected by an applicant's representative from the office of RUE 'Belinvestenergosberezhenie'.
Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by 12.00 a.m. local time on February 10, 2010 and be clearly marked Application to Prequalify for Energy Efficiency Project, ICB No. EEP/ICB/09/05 "Reconstruction of boiler house No. 3 of the Zhodino Thermal Power Plant in the town of Borisov with the building of Combined Cycle Gas Turbine Unit"
A pre-PQ meeting will be held on January 20, 2010 in the address stated below with a possibility to visit the project site. The bidders will be responsible for their own expenses.
