The Kyrgyz Republic has received financing from the World Bank toward the cost of the Enhancing Resilience in Kyrgyzstan Project. Additional funding (ERIK AF), and intends to apply part of the proceeds toward payments under contracts KG-CW/RFB-25/AF-2026-2 Reconstruction of school No. 2 named after A. Osmonbekov in the village of Ak-Suu, Aksy district, Jalal-Abad region.

The Ministry of Emergency Situations of the Kyrgyz Republic hereby invites eligible Bidders to submit sealed Bids for the procurement of reconstruction of school No. 2 named after A. Osmonbekov in the village of Ak-Suu, Aksy district, Jalal-Abad region.

The contract realization period for will be 12 months.

In case of participation, the Bidder shall provide the appropriate License indicating the level of responsibility for the construction and reconstruction of buildings (copies), issued by the State Agency for Architecture and Construction and Housing and Communal Services under the Cabinet of Ministers of the Kyrgyz Republic.

Bidding will be conducted through national competitive bidding using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” issued on July 2016 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from the Project Implementation Unit under the Ministry of Emergency Situations of the Kyrgyz Republic, Director of PIU, Toktorbaeva Zhyldyz, e-mail: erikprocurement@gmail.com and inspect the bidding document during office hours from 09-00 to 17:00 hours (Bishkek time) at the address given below.

The bidding document in Russian language may be obtained by interested eligible Bidders upon the submission of a written application to the e-mail: erikprocurement@gmail.com. Documents will be sent through e-mail.

Bids must be delivered to the address below on or before 15-00 hours (Bishkek time) June 25, 2026. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, on 15:00 hrs. (Bishkek time) June 25, 2026 at the address below.

All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

All Bids must be accompanied by a Bid-Securing Declaration;

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
