10th June 2026. RECRUITMENT OF A CONTRACT MANAGEMENT AND PROCUREMENT SPEACIALIST The Republic of the Gambia is implementing the Water Supply Project in the Greater Banjul Area (WASIB) financed by the Agence Française de Développement ("AFD") and European Investment Bank (“EIB”). The National Water and Electricity Company (NAWEC) is the Implementing Agency for WASIB. The main Project Development Objective to increase access to reliable Water in the Republic of The Gambia. NAWEC has set up a Project Management Team (PMT) to manage the implementation of the Project, including procurement of goods (equipment and materials), works, and selection of consultants for technical assistance. PMT is also managing contract implementation to ensure effective and efficient compliance with the Financing Agreements signed with AFD and EIB. An experienced International Project Contract Management and Procurement specialist will be required to support the PMT in managing various aspects of project/contract/procurement management in accordance with the AFD and EIB Guidelines and Project legal documents. The Specialist (consultant) will also provide on-the-job training and support capacity building of the PMT staff, and perform other related activities, as the need may be.

The objective of the Consultant’s services is to strengthen the PMT by ensuring efficient contract administration, adherence to procurement requirements, proactive risk mitigation, timely and accurate reporting, and targeted capacity building for PMT staff. The assignment shall be carried out over a period of twenty-four (24) months on a full-time, on-site basis. Subject to satisfactory performance and project requirements, NAWEC reserves the right to extend the duration of the services. NAWEC hereby invites Applicants to show their interest in delivering the Services described above.

This Request for Expressions of Interest is open to: q Consulting firms q Individual consultants q NGOs q Joint Venture between NGO(s) and consulting firm(s) Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications. If the Applicant is a JV, the expression of interest shall include:  a copy of the JV Agreement entered into by all members, or  a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal, In the absence of this document, the other members will be considered as Subconsultants. Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.

Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted. Determination of the similarity of the experiences will be based on: The Client will also take into account for the evaluation of the applications the following items: • Experience in International funded procurement and contract management assignments; • Experience in water sector infrastructure projects; • Experience in contract administration, compliance monitoring, and risk management; • Experience in institutional capacity building; • Experience in Sub-Saharan Africa or similar environments. Applicants must demonstrate at least one relevant experience under each criterion to qualify for shortlisting. An application that does not meet any of these requirements will be rejected. Among the submitted applications, NAWEC will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
