REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) COUNTRY: NIGERIA Fund: ECOWAS Commission Assignment Title: Recruitment of an Individual Consultant to Conduct a Study on the ECOWAS Community Levy Funding Mechanism and Develop a Resource Mobilisation Strategy Reference No. PP-CS-2026-9-7-IND The Economic Community of West African States (ECOWAS Commission) has made a provision in its 2026 budget to cover the costs relating to the above-mentioned assignment. The consulting services (“the Services”) comprise a comprehensive study of the ECOWAS Community Levy Funding Mechanism and the development of an evidence-based Resource Mobilisation Strategy. The Consultant will analyse the legal, institutional, financial and operational framework of the Community Levy; assess collection efficiency, remittance and reporting mechanisms; identify systemic bottlenecks, compliance gaps and revenue leakages; benchmark relevant regional and global practices; and propose improved compliance frameworks, digital monitoring tools, forecasting models and coordination mechanisms. The Consultant will also identify sustainable resource mobilisation avenues and develop a strategic framework, costed implementation roadmap, timelines, KPIs and monitoring systems. The principal deliverables will include an inception report, a diagnostic/assessment report, a draft combined report, a draft Resource Mobilisation Strategy, an implementation roadmap and a final consolidated report revised after ECOWAS validation. The assignment is expected to be completed within four (4) weeks, covering consultations, data analysis, report drafting and validation. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Expressions of interest shall include: (i) a signed letter of expression of interest stating the assignment title; (ii) a detailed, dated and signed curriculum vitae highlighting relevant qualifications and similar assignments; (iii) copies of the required degrees and relevant certificates; and (iv) documentary evidence of similar assignments, such as contracts, certificates of satisfactory completion or reference letters, etc. The ECOWAS Commission reserves the right to reject any application that is not accompanied by the required supporting documents. The evaluation criteria are (all claims must be supported with evidence): The Individual Consultant should: - Hold an advanced degree in Economics, Public Finance, Public Policy, International Development, or a related field. Page 1 of 2- Have at least fifteen (15) years of professional experience in public finance, resource mobilisation, customs administration, or regional integration. - Demonstrate experience working with ECOWAS, the African Union (AU), UEMOA, or similar organizations. - Demonstrate a proven track record in developing revenue enhancement or resource mobilisation strategies. Demonstrate strong analytical, modelling, stakeholder engagement, and report-writing skills; and - Be fluent in at least two ECOWAS official languages; working knowledge of a third ECOWAS official - language will be an advantage.
