Project Background
The Government of The Gambia has secured Additional Financing (AF) under the Resilience, Inclusion, Skills, and Equity (RISE) Project (P179233), supported by the International Development Association (IDA) and the Global Shield Financing Facility (GSFF), to strengthen the country’s capacity to respond to climate and disaster-related shocks.
The AF introduces a new Subcomponent 3.4: Strengthening Disaster Risk Financing (DRF) and Adaptive Social Protection (ASP), which aims to integrate prearranged disaster risk financing mechanisms with shock-responsive social protection systems. This includes the establishment and capitalization of an Adaptive Social Protection (ASP) Sub-Window under the Social Protection Fund (SPF).
The ASP Sub-Window will serve as a dedicated, rules-based financing mechanism to enable timely and predictable delivery of emergency cash transfers to poor and vulnerable households affected by shocks such as droughts, floods, and food price crises.
Objectives of the assignment
The main objective of this consultancy is to develop a comprehensive, rules-based ASP Sub-Window Operational Manual and Standard Operating Procedures (SOP) that will guide the governance, management, and utilization of funds for shock-responsive social protection interventions.
Scope of Services:
The consultant will develop the ASP Sub-Window Operational Manual addressing the following elements:
- Institutional and Governance Framework
- Define explicit time benchmarks for each step in the response chain (trigger confirmation, activation decision, beneficiary list finalization, payment instruction, first transfer received), calibrated to the project target of 60% of beneficiaries receiving their first transfer within 60 days of trigger activation. Reference the 2-week on-time Nafa payment standard as the operational baseline.
- Position the ASP Sub-Window clearly within the national risk-layering framework
- Financial and Investment Framework
- Activation protocols (“triggers”)
- Create a placeholder section that will outline when exactly an emergency response via the ASP Sub-Window will be activated. The consultant should create an outline detailing the type of information required per subsection. This section will then be filled separately.

The individual consultant should have:
- A Master’s degree in economics, public policy, finance, or related field.
- At least 10 years of demonstrated experience in the design or management of disaster response funds and adaptive social protection systems.
