1. The Government of the Republic of South Sudan (GRSS) represented by the Ministry of Water Resources and Irrigation (MWRI) has received funding from the International Development Association (IDA) of the World Bank, toward the Regional Climate Resilience Program (RCRP) for Eastern and Southern Africa (P1801711) and has applied for funding for the National WASH (NWASH) Project. Both Projects will be implemented under a single, joint Project Implementation Unit (PIU).  To strengthen the project implementation team, the MWRI intends to hire a Contract Management Specialist to join the PIU and provide the necessary technical and operational support to facilitate the implementation of the projects

 

2. The primary objective of the Contract Management Specialist assignment is to provide professional contract management by ensuring effective, timely and fiduciary compliant management of contract across all infrastructure components for the effective implementation of RCRP and NWP. The Specialist will ensure that all contractual processes related to the rehabilitation, construction, expansion, and maintenance of water supply and sanitation infrastructure under the RCRP and NWP Projects, as well as water resources management activities, are conducted in accordance with World Bank Regulations for IPF Borrowers dated September 2025 and international best practices. The Contract Management Specialist will play a critical role in strengthening the PIU’s capacity to plan, coordinate, manage complex contracts, mitigate implementation risks, and ensure timely and cost-effective delivery of project components, thereby contributing to the achievement of the project’s development objectives

4. The Ministry of Water Resources and Irrigation (MWRI) now invites eligible individual consultants to indicate their interest to provide this Service. Interested individuals should provide information demonstrating that they are qualified to perform the Services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, Membership of internationally recognized professional body / bodies, etc).  The shortlisting criteria will consider the requirements mentioned in the ToR:

Qualifications

The consultant must have the following minimum qualifications

1. Master’s degree in Civil Engineering, Construction Management, or a related field from a recognized institution. Advanced professional certifications in contract management or project management (e.g., PMP, FIDIC Certified Contract Manager) are highly desirable.
2. Must be a member of an internationally recognized professional body and in good standing.

 

Professional Experience

The consultant should have demonstrable experience in Contract Management and Administration-related activities as follows:

1. General experience of 15 years in managing civil works contracts
2. Minimum of 10 years of progressively responsible professional experience in contract management for at least three (3) large-scale infrastructure projects, preferably in the water sector.
3. Experience in the administration and management of FIDIC Contracts, including Conditions of Contract for Construction, Plant and Design-Build, and EPC/Turnkey projects
4. Proven track record in managing large value works and Plant Design, Supply, and Installation contracts, with direct responsibility for contract negotiation, implementation, and dispute resolution.
5. Experience working on projects financed by international development institutions (e.g., World Bank, other MDBs) is required.
6. International experience in at least two countries/regions, with demonstrated ability to transfer knowledge and build capacity of local counterparts.

Skills and Competencies

1. In-depth knowledge of international contract standards, including FIDIC and other relevant procurement and contract management frameworks.
2. Strong analytical, negotiation, and problem-solving skills, with the ability to address complex technical and contractual issues.
3. Proficiency in contract management software and standard office applications (e.g., MS Office Suite, MS Project, AutoCAD).
4. Excellent report-writing and communication skills in English;
5. Ability to work effectively in multidisciplinary teams and under tight deadlines.
6. High ethical standards, attention to detail, and demonstrated commitment to transparency and accountability in contract administration.

 

5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Any false declaration will result in disqualification.

 

6. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest. An invitation to an oral interview will follow for shortlisted candidates.
