Background: The Ministry of Health (MoH) has received funding from the World Bank towards the cost of recruitment of a Financial Management Specialist to Support the fiduciary functions in the Project Management Unit (PMU) established under the MOH. The project is to (i) provides a package of basic health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.

Objective: The consulting services (“the Services”) is for Financial Management Specialist who will work within the Ministry’s Project Management Unit (PMU) and the main objective of this position is to support the Ministry of Health to build sound financial management systems and structures. The Specialist expected to consider all the elements of the Public Financial Management PFM cycle such as budget preparation, budget execution, budget monitoring, accounting and treasury management, internal control including internal audit, financial reporting and external audits. As part of strengthening the accounts and finance function, the Specialist expected to be a central resource in supporting the MoH by establishing an effective and efficient financial management system MoH.

Key Responsibilities: These include but are not limited to the following:

  • Provide financial management support to the Project Management Unit. The Financial Management Specialist will be responsible for the all the financial management matters for the project.
  • Prepare Annual Work Plan and Budgets (AWPB), accompanying forecasts and financial analysis.
  • Review and verify payment vouchers and journal entries to ensure accuracy in financial data, reconciliations, and compliance with the Financing Agreement, World Bank (WB) rules and procedures, Government of South Sudan Laws and Regulations, Project Operations Manual, and the Finance Manual.

Qualifications Requirements: Bachelor’s degree in accounting, finance, business administration or related field, (ii) An advanced (Masters) degree in accounting, finance, economics, business or any related fields from a recognized university; (ii) Relevant professional qualification such as ACCA, CIPFA, CPA or equivalent, and membership of a recognized professional body in good and regular standing will be added advantage; (iii) At least, Seven (7) years of post-qualification experience handling financial management responsibilities in the public sector and/or projects financed by development partners,

Experience: (i) At least minimum seven years of experience should be related to financial management responsibilities in projects funded by the World Bank or similar international organizations; (ii) Good knowledge and application of relevant computerized accounting software such as QuickBooks / Navision or Pastel; (iii) Experience of Project Financial Management with international aid and development sector in FCV countries in sub-Sahara African and particularly South Sudan is highly desirable; (iv)Excellent written and oral communication skills, in English, to deliver complex technical documents, and reports; and (viii) Excellent computer skills, including Excel is required.

The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills, concepts, knowledge and principles listed in the TOR.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

Selection Criteria: The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016 and revised 7th Edition of September 2025 which can be found at the following website: www.worldbank.org/procurement. Individual Consultant Selection (ICS) method will be used, and the first step shall be shortlisting based on the above qualification and experience requirements. This will then be followed by oral interviews for the shortlisted candidates and to be assessed using scored criteria as: (i) Qualification – 20%, (ii) Specific experience – 50%, and (iii) Desirable skills – 30%.

Duration of the Assignment: The initial duration of the consultancy services is Twelve (12) months and shall be subject to renewal annually based on the performance and availability of funds.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
