- INTRODUCTION
The Water Supply and Sanitation Investment Project (WSIP-1), approved by the World Bank's Board of Executive Directors on June 23, 2022. WSIP-1 represents the first phase of the Water Supply and Sanitation Sector Investment Program and aims to improve access to safe and reliable water services in selected rural and peri-urban areas of the southwestern Khatlon region, taking into account climate risks. The project focuses on areas with limited access to safely managed water services, high dependence on poor water sources, high levels of poverty, and limited investment.
WSIP-1 will receive additional funding in the form of a grant from the European Union to help achieve the project's development objectives. The additional financing will help fill the funding gap and expand water supply services in priority settlements in the Vakhsh, Vose, Balkha and Dusti districts. The total financing of the project will improve water supply systems in 126 villages, covering about 280,000 people, and strengthen the institutional capacity of the housing and communal services.
The Committee for Housing and Communal Services (CHCS) of the Republic of Tajikistan established a Project Implementation Unit (PDC) in the field of drinking water supply and wastewater management, responsible for the implementation of Component 1 activities within the framework of additional financing. The PIU will have overall responsibility for the consolidation of financial statements, including interim financial statements (IFRs), reporting on the progress of the project and monitoring, as well as compliance with environmental, social and fiduciary requirements in accordance with the Project Implementation Manual (POM).
Component 1 provides for the financing of a set of activities aimed at institutional strengthening and capacity development of water sector institutions at the national, regional and local levels to ensure sustainable service delivery in the project area. Under Component 1, additional funding covers activities to strengthen the institutional capacity of the Housing and Utilities Sector, including the construction of a new training center/laboratory, an administrative building of the Vakhsh Utility Company, as well as the provision of technical assistance for the development of internal regulatory documents, operational procedures and support tools for SUE "Housing and Public Utilities" and water supply enterprises.
- OBJECTIVE
The purpose of the assignment is to ensure effective financial management and accounting within the Project. The Financial Accountant is responsible for maintaining accurate accounting, managing the funds and assets of the Project, preparing financial statements, complying with the requirements of the World Bank and the legislation of the Republic of Tajikistan, as well as ensuring effective internal control in accordance with the Project Implementation Manual.
- DURATION OF THE CONTRACT
The deadline for commencement of the task will begin in September 2026 and will initially be 6 months, including a three-month probationary period. The extension of the contract will be carried out by the Director of the PIU, subject to satisfactory performance and approval by the World Bank. The Financial Accountant will be directly subordinate to the Director of the PIU CHCS.
- REQUIRED QUALIFICATIONS
The financial accountant should preferably have experience in implementing similar projects financed by the World Bank, the Asian Development Bank (ADB), the Islamic Development Bank (IsDB), the European Union (EU), or other international development partners. The candidate should have a good understanding of public financial management and infrastructure project implementation, especially in the areas of water, sanitation, housing or utilities, and have at least ten (10) years of practical work experience.

General professional experience | At least five (7) years of progressively responsible professional experience in accounting, financial management, or financial reporting. Practical knowledge of 1C is required. |
Required experience and knowledge | A minimum of three (3) years of experience in financial management, allocation, and reporting of international financial institutions and donor-funded projects is required. Experience with the World Bank is an asset. |
Knowledge of accounting and tax legislation | In-depth knowledge of accounting, taxation and financial legislation of the Republic of Tajikistan. |
Professional competencies | Demonstrated ability to work independently, manage multiple tasks, and meet strict reporting deadlines. |
Core competencies | Strong analytical, organizational, communication, and interpersonal skills. |
Language | Fluency in written and spoken Tajik and Russian languages. Practical knowledge of English, especially for communicating with international development partners and preparing financial documentation, is considered an advantage. |
