Consultancy title –   Monitoring and Evaluation (M&E) Officer

The Government of Mozambique represented by the Ministry of Transport and Logistics (MTL), has received financing from the World Bank toward the cost of the Transport Corridors for Economic Resilience Mozambique SOP 2 Project (TRACER SOP2) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) involves carrying out all activities within the scope of (i) collection, consolidation, analysis and exploitation of the data produced, (ii) Tracking of project performance indicator, (iii) the exploitation and dissemination of information on the performance of the project, namely through the production of periodic reports and evaluation reports of the project activities. The position is in the Project Coordination Unit (PIU) at Nampula. The expected duration of the assignment is 24 months. There will be a 3-months probationary period from the contract signature date.  The contract will be renewed subject to satisfactory performance.  The M&E will report to the PIU Coordinator and will work closely with the PCU Monitoring and Evaluation specialist based at the Ministry of Transport and Logistics in Maputo.

The Ministry of Transport and Logistics (MTL) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Expressions of interest must include the following: (i) a curriculum vitae detailing qualifications, professional experience, and achievements in comparable assignments; (ii) a cover letter, not exceeding two pages, specifically addressing how the candidate meets each of the mandatory selection criteria listed below.

The criteria for selecting the Consultant are:

Mandatory Requirements

  • Bachelor's degree in Economics, Statistics, Social Sciences, Project Development or equivalent certification in planning, monitoring and evaluation.
  • Minimum of Seven (07) years of experience in the area of Monitoring and Evaluation and/or in relevant professional areas;
  • Experience in developing indicators, logic frameworks, result frameworks and M&E plans;
  • Experience participating in evaluations (Baseline, Midline and endline);
  • Proficiency in the use of computerized data management systems;
  • Excellent command of Portuguese and English written and spoken.

Desired Requirements

  • Experience with projects financed by development partners, in particular the World Bank, will be considered an advantage;
  • Ability to work in a team and articulate with public and private entities;
  • Being proactive, leadership skills and ability to work in the office and in the field;
  • Ability to meet multiple deadlines and motivation to produce results and impact;
  • Knowledge of concepts, principles and practices that govern the M&E rules of the State and the World Bank.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
