- The Government of the Republic of Rwanda (GoR) has received financing from the World Bank toward the cost of the Access to Finance for Recovery and Resilience Project (AFIRR) which Development Bank of Rwanda (BRD is implementing the Project on the behalf of the GoR. BRD intends to apply part of the proceeds toward payments under the contract for lead insurer of the backstop insurance policy for Bridge Lending Windows (BLW).
- The Development Bank of Rwanda (BRD) Plc now invites sealed Bids from eligible Bidders for the provision of the Backstop Insurance Policy for the Bridge Lending Windows (BLW).
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulation for IPF borrowers, seventh Edition, September 2025, and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors):50%, and for the Bid cost: 50%.
- Interested eligible Bidders may obtain further information procurement@brd.rw and inspect the bidding document during office hours from 09:00 to 1700 hours at BRD headquarters – Kigali City, Nyarugenge District, Nyarugenge Sector, Kiyovu Cell, KN34st, No17. An online pre-biding meeting shall be held on 14th May 2026 from 11:00am (link shall be shared to all interested bidders who will be having purchased the Request for Bids).
- The bidding document in English will be accessible on https://www.brd.rw/ Our Publication/tender advert.
- Bids must be delivered to the BRD headquarters – Kigali City, Nyarugenge District, Nyarugenge Sector, Kiyovu Cell, KN34st, No17 on or before on 8th June 2026 not later than 10:00am Kigali time. Electronic Bidding will be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the BRD on 2nd Floor, on 8th June 2026 at 10:30 am Kigali time (GMT +2). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening or protected password will be provided during the financial opening session on the following email procurement@brd.rw.
- All Bids must be accompanied by a Bid Security of 87,600,000 Rwandan francs.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
