Selection of Consultants - Call for Expressions of Interest 1 REPUBLIC OF SENEGAL Recruitment of Owner's Representative Assistant - TER Extension Studies CONSULTANT SERVICES Expressions of Interest SENTER, through the Ministry of Land and Air Transport (MiTTA), has received a budget allocation from the State of Senegal, financing from the French Development Agency (the "AFD") as well as from the European Union (EU) delegated to the AFD. It intends to use part of the total co-financed amount to make payments for the project to Recruit an Owner's Representative Assistant for the preliminary design studies of the TER extension from Dakar to Thies. The Owner's Representative Assistant mission consists of assisting the Contracting Authority in managing the railway preliminary design studies, controlling the quality of deliverables, analyzing design options and risks, and formulating recommendations for informed decision-making and the secure continuation of the project, including the mobilization of corresponding financing. It will take place over a cumulative duration of approximately 24 months from the contract approval date and will cover, among other things (non-exhaustive list): As part of Phase 1: Assist the Contracting Authority in supervising and validating the deliverables from the diagnostic, framing, and strategic orientation dossier (DOS) development phase for the TER extension from Dakar to Thies. As part of Phase 2: Assist the Contracting Authority in supervising and validating the deliverables from the preliminary design studies and preparation of tender documents phase (technical, economic, environmental, and social preliminary studies) relating to the TER extension from Dakar to Thies. The Owner's Representative Assistant will also assist SENTER in exercising its prerogatives, particularly in terms of procurement, management of environmental and social risks, structuring the project financing plan, institutional coordination and stakeholder engagement, communication, and visibility.... SENTER invites consulting firms or consortia of consulting firms interested in providing the Services described above to express their interest to it. The firm or member of the consortium of firms selected for the contract relating to the Development of preliminary technical, economic, environmental, and social studies for the TER extension from Dakar to Thies will not be eligible for this contract. However, pending the results, the same firm may participate in both selection processes in parallel. The eligibility criteria for AFD financing are specified in Article 1.3 of the "Directives for the Procurement of Works financed by AFD in foreign States", available online on the AFD website: http://www.afd.fr. Candidates may submit only one application in their own name or as an Association. If a Candidate (including a member of an Association) submits or participates in multiple applications, these will be eliminated. However, the same Subcontractor may participate in multiple applications. If the Candidate is formed as an Association, the Expression of Interest must include: – a copy of the Association agreement concluded by all its members, or failing that Selection of Consultants - Call for Expressions of Interest 2 – a letter of intent to form an Association, signed by all its members and designating the lead firm. In all cases, the members of an association are jointly and severally liable. In the absence of the above documents, the other members will be considered as Subcontractors. The references and qualifications of Subcontractors will not be taken into account in the evaluation of applications. Interested Candidates must provide information demonstrating that they are qualified and experienced to perform the present Services. As such, they will provide proof of recent and similar service references. A maximum of 20 detailed reference sheets will be presented by each Candidate. The similarity of the references presented will be analyzed based on their relative relevance to the services to be implemented as described above. Candidates are invited to structure their expression of interest dossier well. Furthermore, it is desirable that the expression of interest dossier does not exceed 100 pages. In particular, Candidates are expected to present recent references for contracts whose characteristics are similar to one or more of the following criteria: • Owner's Representative Assistant or project management for passenger rail transport projects. • Execution or supervision of preliminary/detailed design studies for railway lines. • Projects for the creation, extension, or modernization of railway lines
