- The Republic of Guinea-Bissau has received financing from the World Bank to finance the Solar Energy Scale-up and Access Project (SESAP), and intends to apply part of this credit/loan to make payments under the contract for the Supply - Installation of facilities for the construction and rehabilitation of medium and low voltage electrical networks in Bissau and its peripheries. For this contract, the Borrower will make payments using the Direct Payment disbursement method, as defined in the World Bank's Guidelines for Disbursement for Investment Project Financing.
- The Project Coordination Unit (PCU) of SESAP invites eligible Candidates to submit sealed Bids for the following services in the city of Bissau (Guinea-Bissau):
Construction and rehabilitation of MV and LV distribution networks:
- Construction of an approximately 4 km underground 30 kV line between NâDam and Antula
- Rehabilitation and upgrading of 16 existing 10kV/LV distribution substations: TAGB, M. Comércio, Estådio Lino Correia, Santa Luzia, Belem, Cundok, Mãe De Agua, Complexo Escolar, Cuntum Madina, Hospital 3 Agosto (Furo De Agua), Hospital 3 Agosto I, Ex. Min. Neg. Estrangeiro, Imprensa Nacional, Cenfa Novo, Sema-Pesca, Ex-DGE
- Construction of new MV and LV distribution networks in the districts of Antula Cuio 2, Antula Ndam, Lalaquema, Safim 5, Brene 3, Sao Paulo Derivacao, Bor Braga 2, Bolola 2, Bolola 3, Imbassina, Pissak 1 B:
- Construction of a 30 kV overhead line between the Antula substation and the Bolola industrial zone
- Construction of a 30/10 kV substation in the Bolola industrial zone
- Construction of 11 new cabin and pole-mounted distribution substations
- Construction of MV connection overhead and underground lines for the 11 substations
- Construction of LV and EP overhead networks around the 11 substations

- Extension/Densification of LV and EP overhead networks around 12 existing substations (approximately 35 km): Antula Irma, Bandim Oeste, Belem, Cundok, Cuntum Madina, Djaquité, Granja, Hospital 3 Agosto I, Mãe De Agua, Missira, Paiol, Rådio Naval
The execution period for the works is twelve (12) months from the date of contract effectiveness.
The procedure will be conducted through international competitive bidding using a Request for Bids (RFB) as defined in the World Bank's "Procurement Regulations for Investment Project Financing Borrowers", Sixth Edition, February 2025 (âProcurement Regulationsâ), and is open to all eligible Candidates.
- Bids will be evaluated in accordance with the evaluation process defined in the bidding documents. The following weights will apply to the scored criteria (including technical and other factors besides price): 70%; and for the bid price: 30%.
