Support Project for the Development of Entrepreneurship in Mauritania, particularly for Women (PADEM) Recruitment of Entrepreneurship Support Structures (SAE) responsible for post-financing support for PADEM beneficiaries in Nouakchott Sud Expressions of Interest No. 002/2026 1. This public call for expressions of interest follows the publication of the 2026 Procurement Plan on the websites www.marchespublics.gov.mr. 2. This call for expressions of interest is addressed to the following categories of organizations: Consulting Firms/Consulting Offices; NGOs and Consortiums of Consulting Firms/Consulting Offices/NGOs 3. In order to promote inclusive development, the Mauritanian Government has made youth and women's employment and entrepreneurship a priority of the Accelerated Growth and Shared Prosperity Strategy (SCAPP 2017-2030) and the National Employment Strategy (SNE 2019-2030). Entrepreneurship is therefore a major lever for job creation, economic diversification, and the reduction of territorial and gender inequalities. Since 2022, the French Development Agency (AFD) and the Islamic Republic of Mauritania have been co-financing the Support Project for the Development of Entrepreneurship in Mauritania (PADEM), with particular attention to female entrepreneurship. The Project aims to strengthen the public system for financial and non-financial support for entrepreneurs, particularly through TECHGHIL, the Caisse des Dépôts et de Développement, and financing partners. PADEM also supports the operationalization of the One-Stop Shop for Entrepreneurship, based within TECHGHIL, as well as the progressive structuring of a national network of Entrepreneurship Support Structures (SAE). Pending the full operationalization of the national labeling system, it is necessary to ensure the continuity of post-financing support for the 2026 cohort. 4. The purpose of this tender is to pre-select several Entrepreneurship Support Structures (SAE) or equivalent service providers, who will subsequently be invited to submit a technical and financial proposal to provide post-financing support to approximately two hundred and fifty (250) PADEM beneficiaries in Nouakchott Sud, mainly in the moughataas of El Mina and Riyadh. The mission is planned in five (05) lots, each corresponding to a value chain (listed below) and an indicative group of approximately fifty (50) beneficiaries. A single candidate may express interest in one or more lots, provided that they clearly indicate the maximum number of lots they are able to execute simultaneously and demonstrate corresponding operational capacity. The beneficiaries are mainly women and young people, including, where applicable, people in precarious situations and low-literacy individuals. The services must be adapted to the diversity of their profiles and activities. 5. The pre-selected service providers will be required to implement, according to the modalities detailed in the Request for Proposals, a comprehensive post-financing support system with a projected duration of eighteen (18) months. The main services expected will include: - conducting an initial diagnosis of each financed activity and developing an individualized support plan; - at least six (06) individual coaching sessions per beneficiary, at a rate of one session every two months for twelve (12) months, with follow-up actions; - organizing at least two (02) collective sectoral training sessions per beneficiary, with a maximum of twenty-five (25) participants per session; - regular field visits, at a rate of at least two (02) visits per year per beneficiary, to document the use of financing, identify difficulties, and prevent non-repayment risks; - support in administrative, financial, accounting, and commercial management, planning, risk management, life skills, and, where applicable, seeking complementary financing; - the occasional mobilization of sectoral experts and networking of entrepreneurs; - the development or adaptation of monitoring tools, educational materials, and accessible training modules, in French and Arabic, with oral adaptation in priority local languages and the use of visual aids for low-literacy audiences; - collection of monitoring and evaluation data, production of individual and consolidated reports, and participation in coordination meetings with the PADEM UGP and TECHGHIL. Sectors and value chains primarily concerned: - catering, processing and preservation of food products; - personal services, maintenance, cleaning
