1. The Government of the Republic of Madagascar has received financing of USD 225 million from the International Development Association (IDA) for the Integrated Urban Development and Resilience Project for Jobs (PRODUIRE) and intends to use part of this credit to finance the services contract of a Project Management Unit Coordinator in Antananarivo.

The Project Development Objective (PDO) is to strengthen the climate resilience of urban communities, improve land administration, and support employment in certain cities.

2. The consultant's services ("the Services") consist of ensuring the institutional, administrative, operational, technical, and financial coordination of the implementation of all Project activities and the managerial coordination of the project management unit to achieve the expected results and in accordance with the Financing Agreement and the applicable rules and procedures of the International Development Association (IDA).

3. The mandate will be subject to a 60-month contract with a firm tranche of twelve months and 04 conditional tranches of 12 months, the confirmation of which will be based on a positive evaluation of the consultant's performance. A 6-month probationary period is planned in the firm tranche. The place of work is at the project headquarters in Antananarivo.

4. The Project Management Unit Coordinator must:

• Hold a university degree (BACC+5 or higher) in Project Management, Urban Planning or Regional Planning, Public Administration, Civil Engineering, or similar fields;
• Have at least ten (10) years of professional experience in development projects with international donors;
• Have at least ten (10) years of experience in urban development, particularly in infrastructure, facilities, urban renewal, sanitation;
• Have demonstrated experience in at least one urban resilience or disaster risk management (DRM) project in an urban setting, including investments in flood protection, urban drainage, or post-disaster reconstruction;
• Have at least three (03) years of experience as a Coordinator of a World Bank-financed project, including at least two (02) years in an urban development project in Madagascar;
• Have demonstrated operational mastery, acquired through effective supervision of these functions, of World Bank procurement procedures and best practices in procurement;
• Have demonstrated operational mastery, acquired through effective supervision of these functions, of administrative, financial, and accounting procedures, as well as financial management of World Bank projects;
• Have knowledge of the World Bank's environmental and social frameworks;
• Have knowledge of the issues and frameworks (political, legal, institutional) of urban development and climate resilience in Madagascar;
• Have managerial skills for leading multidisciplinary teams;
• Demonstrate proven skills in institutional communication, negotiation with government partners and donors, and stakeholder management at various levels (communities, local authorities, central administrations, international technical and financial partners);
• Be of good moral character;
• Possess a team spirit;
• Have good knowledge of new information and communication technologies;
• Have perfect spoken and written command of French and Malagasy;
• Have good knowledge of English;
• Be available (to be agreed with the project during negotiation).
