RECRUITMENT OF A FIRM FOR THE DEVELOPMENT AND IMPLEMENTATION OF A CAPACITY BUILDING AND TECHNICAL SUPPORT PROGRAM FOR OFFICIALS OF THE GENERAL DIRECTORATE OF TAXES

The Government of the Republic of Guinea has received financing from the World Bank to cover the costs of the Natural Resources, Mining and Environmental Management Project (PGRNME), and intends to apply part of the proceeds of this IDA CREDIT NO. 6885 – GN and IDA GRANT NO. 819 -GN to make payments for consulting services for: Recruitment of a Firm for the Development and Implementation of a Capacity Building and Technical Support Program for Officials of the General Directorate of Taxes.

Objective of the Mission

The overall objective is to broaden the mining tax base in general and Simandou in particular to increase mining revenues; establish a coherent program for strengthening the knowledge and technical support of stakeholders in the General Directorate of Taxes. Specifically, it will involve selecting a Firm or group of firms specialized in preparing and implementing training and technical support plans on specific topics, particularly in the mining sector.

The Project Management Unit for Natural Resources, Mining and Environmental Management (PGRNME) invites eligible consulting firms ("Consultants") to express their interest in providing the services. Interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience for the execution of the Services. The criteria for establishing the shortlist are:

General Experience:

• The Consulting Firm must demonstrate at least 10 years of experience in initial and/or continuing professional training.

• The firm must be legally constituted and up-to-date with its tax obligations and those of similar entities.

• Specific Experience:

The Firm must, among other things, have:

• A strong network of experts in various fields, particularly those related to the training plan.
• Be authorized to issue certificates of participation with full credibility.
• Be able to mobilize trainers in a timely manner in various fields covering the expressed needs. The expert trainers must demonstrate at least ten (10) years of professional experience and have undertaken similar assignments.
• Good experience in preparing training programs in mining taxation or equivalent.
• Possess technical and administrative capacity by presenting the required documents (Accreditation/RCCM, Organization/organigram).

This could correspond to the following breakdown:

• General experience (20 points);
• Specific experience (70 points); and
• Technical capacity (10 points).

Key personnel will not be evaluated during the shortlist establishment.

Attention is drawn to the provisions of paragraphs 3.14, 3.16, and 3.17 1.9 of Section III of: "WORLD BANK, Procurement Regulations for Investment Project Financing Borrowers (IPF)", (September 2025 Edition), relating to the World Bank's conflict of interest rules are applicable. Please note the following additional provisions relating to conflicts of interest in the context of the Services subject to this Expression of Interest:

Consultants shall not be engaged for assignments that would be incompatible with their present or past obligations to other clients, or that may place them in a position of not being able to discharge their mandate in the best interest of the Borrower. Without prejudice to the general nature of these provisions, Consultants shall not be engaged in the circumstances set forth below:

1. No firm engaged by the Borrower to deliver Goods, execute Works, or provide Services other than Consulting Services for a project (nor any affiliated firm that directly or indirectly controls it, is controlled by it, or is under common control) shall be eligible to provide consecutive Consulting Services or services directly related to such Goods, Works, or Services other than Consulting Services. This provision does not apply to the various firms (Consultants, contractors, or suppliers) that collectively fulfill the obligations of the successful bidder for a turnkey or design-build contract;
2. No firm engaged by the Borrower to provide Consulting Services for the preparation or execution of a project (nor any affiliated firm that directly or indirectly controls it, is controlled by it, or is under common control) shall subsequently be eligible to deliver Goods, execute Works, or provide...
