1. Background
The Government of Senegal has received financing from the World Bank (International Development Association - IDA / International Bank for Reconstruction and Development - IBRD) to cover the cost of the "NAATANGUE 2030" Health System Development and Financial Protection Program, and intends to apply part of the proceeds of this credit/grant to make payments for eligible contract payments for consulting services described below.
2. Objectives and Description of the Assignment
The objective of the mission is to provide independent, objective, and documented verification of the achievement of results associated with the DLIs and ILRs, in accordance with the verification protocols defined in the Program Document (PAD) and its annexes.
The IVA has no audit role, nor advisory or implementation support role for the program.
The IVA exclusively has a role of independent verification of results. It determines the corresponding disbursement amount, in accordance with the verification protocol, without having a decision-making role regarding disbursements.
The total duration of the program is five (05) years (September 2026 - June 2031).
The independent verification mission will cover the duration of the Program. The contract will be for an initial period of one year and may be renewed annually, subject to satisfactory performance and program needs, within the program's duration.
Any modification to the independent verification mechanism will be subject to consultation with the World Bank and the Government of Senegal and an amendment to the verification protocol, to ensure the maintenance of the independence and credibility of the process.
3. Profile and Qualification Criteria for the Firm (Shortlisting)
The Program Coordination Unit (PCU) invites eligible consulting firms ("Consultants") to express their interest in providing the Services described.
