The Government of the Republic of Mali has received financing from the International Development Association (IDA) in the form of two credits to finance the cost of the Mali Nafa Soro Siraw Project (Mali-NSS) for an amount of 133,356,058,100 FCFA. - PROJECT OBJECTIVES
The general objective is to develop and validate the training and certification framework for the profession of geotechnical laboratory operator.
Specific Objectives:
This study aims to:
- Precisely define the job and profession of geotechnical laboratory operator, justifying their creation to generate employment opportunities in the transport and infrastructure sector, especially for women;
- Develop the training and certification framework aligned with the National Certification Framework in coordination with the relevant ministry or government structure and regional standards, taking into account training conditions to ensure the validity of the certification;
- Identify and structure training modules corresponding to the needs of the labor market and employers;
- Develop the certification and competency framework, taking into account the conditions for implementing training;
- Define quality assurance mechanisms and official recognition of the framework;
- Develop the pedagogical and evaluation guide for the adoption of the framework;
- Establish a monitoring and evaluation system for the implementation and impact of the framework.
- CONSULTANT TASKS
The consultant, through the lead expert and their multidisciplinary team, will be responsible for the design, validation, and operationalization of the training and certification framework. Their tasks will include analysis, consultation, technical production, and support to ensure ownership and sustainability of the results.
The consultant will carry out the following tasks:
- Conduct an in-depth analysis of competency needs in the profession of geotechnical laboratory operator through surveys of employers, training institutions, and labor market actors.
- Conduct a regional and international benchmark to align the framework with best practices and current standards.
- Organize regular technical consultations with professional organizations (OICM, OPECOM, etc.) and produce a consensus report on the defined professions and competencies in the sector.
- Organize consultations with groups of girls and women to identify their interests and challenges in the sector to promote and facilitate their integration and retention in employment or training, and produce a report of results including the profession of geotechnical laboratory operator and competencies desired by them, and recommendations for the development of the framework that promotes gender inclusion in the continuing and qualifying training of the institute.
