RECRUITMENT OF AN IMPLEMENTING PARTNER FOR CONDUCTING GENDER-SENSITIVE COMMUNITY AWARENESS ACTIONS ON ACCESS TO LAND, REFUGEE RIGHTS, FUNDAMENTAL PRINCIPLES AND RIGHTS AT WORK

Context and objectiveSince 2004/2005, Cameroon has experienced a massive influx of refugees fleeing the civil war and persecution in the Central African Republic (CAR). The majority of this refugee population is concentrated in the East, Adamawa and North regions, alongside host communities. This situation contributes to the scarcity of already limited resources and economic opportunities. To address these constraints and strengthen social cohesion between refugees and host communities in the eastern regions of Cameroon where over 250,000 refugees still live, UNHCR and the ILO have agreed to implement a joint project. This project aims, among other things, to consolidate and extend the achievements of the ILO-KOICA project implemented by the ILO from December 2020 to December 2025 with financial support from the Korea International Cooperation Agency (KOICA). The ILO-UNHCR project is based on three components (Access to land, Access to finance, Access to markets) and aims to benefit a total of 10,000 beneficiaries (50% women, 70% refugees, 30% former beneficiaries of the ILO-KOICA project) over 4 years, including 1000 beneficiaries during the current 6-month phase. Through its component 1, the project aims to consolidate a gender-sensitive dialogue and advocacy framework on access to land, through gender-sensitive community awareness actions on access to land, refugee rights, fundamental principles and rights at work, social security, as well as the prevention and peaceful management of land conflicts. To this end, the project wishes to recruit an implementing partner. This can be a civil society organization, a local or national NGO, or any other non-profit actor with proven experience in community mobilization, land governance, conflict prevention, and/or refugee rights protection. 2. Scope of work The aim is to implement actions related to two complementary activities of the project in a coordinated manner in the seven (7) convergence communes of the humanitarian-development-peace (HDP) nexus on the Eastern front: Kette, Kentzou, Mandjou, Garoua-Boulaï, Meiganga, Djohong, and Touboro: •Activity 1.1.1: conduct gender-sensitive community actions on land access issues and advocate for land allocation, including through peaceful land conflict prevention and management approaches and mechanisms. •Activity 1.1.2: organize information, education, and communication (IEC) sessions on refugee rights, fundamental principles and rights at work (FPRW), and social security, for the benefit of refugee women and men, host communities, and local authorities. Specifically, this involves: For Activity 1.1.1: •Promote equitable, inclusive, and secure access to land, with particular attention to women, refugees, and other vulnerable groups. •Mobilize competent authorities and landowners to grant and secure productive land for the benefit of the target groups. •Strengthen local mechanisms for social dialogue, prevention, and peaceful management of land access conflicts. For Activity 1.1.2: •Improve knowledge of refugee rights and the five categories of ILO fundamental principles and rights at work (Freedom of association and the right to collective bargaining, Elimination of child labor, Elimination of forced labor, Non-discrimination, Occupational safety and health). •Inform target groups about social protection schemes and access mechanisms. •Mobilize local authorities, social partners, and community leaders to respect, promote, and protect the rights and FPRW of refugees. 3.
