- The Government of the Republic of Madagascar has received financing of USD 225 million from the International Development Association (IDA) for the Integrated Urban Development and Resilience Project for Jobs (PRODUIRE) and intends to use part of this credit to finance the services contract of an Infrastructure Manager for the Project Management Unit in Antananarivo.

2. The consultant's services ("the Services") consist of providing expertise to the project on the implementation of urban drainage and flood protection infrastructure, as well as the establishment of urban infrastructure in the intervention areas in Greater Antananarivo.
3. The mandate will be subject to a 60-month contract with a firm tranche of twelve months and 04 conditional tranches of 12 months, the confirmation of which will be based on a positive evaluation of the consultant's performance. A 6-month probationary period is planned in the firm tranche. The place of work is at the project headquarters in Antananarivo.
4. The Infrastructure Manager must meet the following profile:
- Holder of a Bac+5 degree or equivalent in Civil Engineering, Construction Engineering, or Hydraulics;
- At least ten (10) years of general experience in construction engineering, including five years in a technical design office or development project involving infrastructure construction,
- At least five (5) years of professional experience in managing, monitoring, and executing urban infrastructure works financed by international donors,
- At least five (5) years of experience in the design, monitoring, or supervision of urban hydraulic structures, drainage, or flood protection works,
- Operational knowledge of at least one hydraulic and hydrological modeling software (HEC-RAS, MIKE FLOOD, SWMM, or equivalent) allowing critical review and validation of hydraulic studies produced by design offices;
- Knowledge of technical standards in the field of urban infrastructure,
- Good knowledge of the World Bank's Environmental and Social Framework (ESF) and experience in supervising infrastructure that integrates environmental, social, health and safety, and climate resilience requirements,
- Ability to undertake frequent field trips;
- Ability to work in a team with good synthesis and analytical skills;
- Ability to identify problems and solve them quickly and pragmatically from a technical standpoint;
- Ability to communicate clearly and concisely both orally and in writing, in Malagasy and French, with a good understanding of English being an asset;
- Proficiency in computer-aided design software (AutoCAD or equivalent) and good knowledge of structural calculation software (GRAITEC Advance Design, Robot Structural Analysis, or equivalent). Knowledge of hydraulic modeling software is an asset.
