The Commercial Agriculture Development Project in Guinea Phase 2 (PDACG2) is part of the implementation of the National Agricultural Development Policy (PNDA) aligned with Guinea's Responsible Economic and Social Development Plan, known as the 'SIMANDOU 2040 Program', under Pillar 1: Agriculture – Food Industries & Trade, with the aim of making agriculture the engine of inclusive and sustainable socio-economic growth in Guinea. The project aligns with the intervention logic of the AgriConnect Guinea Initiative and also aims to contribute to accelerating the implementation of the National Agricultural, Food Security, and Nutrition Investment Plan (PNIASAN-2018-2025) supported by the African Union (AU) and the Economic Community of West African States (ECOWAS).
The project's approach is based on transforming the agri-food sector into a competitive commercial agricultural sector capable of attracting private investment in Guinea to develop agricultural value chains for supplying fast-growing markets and creating jobs and economic opportunities. The project's intervention principles are essentially to: (i) leverage existing transport infrastructure along the Kankan – Mamou - Kindia and Kindia-Conakry corridors, (ii) focus initial support in the agropoles selected for the Simandou 2040 Program, and (iii) respond flexibly to business opportunities that can contribute to achieving the project's development objective.
The program's interventions, focused on three value chains (rice, fonio, and poultry), are centered around the growth poles of the Simandou 2040 program: Kankan, Mamou, and Kindia. These sites were chosen for their potential to foster the transformation of the targeted value chains. In the Boké region, the essential activities of Phase 1 will be consolidated.
PDACG2 will be financed by the International Development Association (IDA) for an amount of one hundred (100) million US dollars for a duration of five (5) years.
The project includes the following five (5) main components:
- Component 1: Structuring Investments for Commercial Agriculture - This component strengthens market foundations, physical and digital infrastructure, and knowledge necessary for the development of commercially viable and climate-smart agriculture. This includes: i) establishing market-oriented aggregation models that connect smallholders to commercial markets by deploying AgTech solutions to map value chain actors, production plots, and bottlenecks; ii) developing eco-efficient and climate-resilient infrastructure by expanding irrigated rice and maize production, rehabilitating and constructing irrigation systems, strengthening storage, agro-logistics, and cold chain systems, and establishing interoperable public digital platforms such as unified agricultural registries, market information systems, and soil data services, aligned with complementary investments in rural roads, electricity, and transport to position agropoles as competitive and integrated hubs; iii) improving productivity, resilience, and product quality by consolidating the research-extension-innovation continuum through the modernization of agricultural research stations and extension training centers, including the acquisition of modern laboratories, equipment, and digital tools.
- Component 2: Development of Financial Services and Reduction of Risks Related to Private Investment – This component plans to deploy a set of complementary GBM financing instruments, including matching grants and partial portfolio guarantee windows already piloted by GBM within the framework of PDACG Phase 1 and other IFC interventions. Two public institutions will be supported for this purpose: the Partial Guarantee Fund for Enterprises (FGPE) and the Agricultural Development Fund (FODA).
