1. The Government of the Republic of Burundi has received financing from the World Bank in the amount of US$60 million to finance the Burundi Integrated Community Development Project "PRODECI-TURIKUMWE" and intends to apply part of the proceeds of this Grant to make payments for the contract of a Junior Procurement Specialist based at the project headquarters.
2. The consultancy services ("the Services"):
Under the authority of the National Project Coordinator and the supervision of the Procurement Specialist (PS), the Junior Procurement Specialist, based at the project headquarters, will be responsible for supporting procurement and archiving related files. In this capacity, he/she will assist the PS in preparing terms of reference and technical specifications, developing bidding documents, requests for proposals, and requests for quotations, launching tenders and, where applicable, expressions of interest, as well as organizing and providing secretarial support for bid opening and evaluation committees.
He/she will also contribute to the development, updating, and monitoring of the Procurement Plan (PP), the physical and electronic archiving of procurement files in the STEP platform, as well as monitoring the proper execution of contracts, in compliance with the laws and regulations in force in Burundi and the World Bank's Procurement Regulations applicable to the project. The Junior Procurement Specialist will not assume any strategic, institutional, or decision-making responsibility in the procurement process.

4. The criteria for establishing the shortlist are:
- Hold a higher education degree (minimum Bachelor's degree + 4 years) in Engineering, Architecture, Public or Private Administration, Procurement, Law, Finance, Commerce, Management, Economics, or related fields;
- Have at least five (05) years of general professional experience;
- Have at least three (03) years in a procurement position in the public or private sector, or have held judged similar responsibilities for at least three (03) years;
- Have a good knowledge of the principles, methods, and practices of procurement of goods, works, services, and consultancy services, as well as the procedures of international financing institutions (World Bank, African Development Bank, European Union, United Nations, etc.);
- Experience in a project financed by an external donor, particularly the World Bank, as well as experience in archiving files (physical, electronic, and on the STEP platform) and in transferring procurement skills, are major assets;
- Proficiency in computer skills (Word, Excel, PowerPoint); experience working on the STEP platform is a major asset;
- Perfect command of French; knowledge of English is an asset;
- Demonstrate rigor, organization, and professional integrity, good analytical and problem-solving skills, communication and teamwork abilities, and be able to work under pressure and meet deadlines.

The recruitment will be carried out using the individual consultant selection method in accordance with the World Bank's "Procurement Regulations for Investment Project Financing Borrowers" dated July 2016, revised in November 2017, August 2018, November 2020, and September 2023, February and September 2025, and in accordance with the criteria required for these Terms of Reference.".
