The Government of the Republic of Madagascar has received financing from the World Bank to cover the cost of the Digital and Energy Connectivity for Inclusion in Madagascar Project (DECIM Project) and intends to apply part of the proceeds of this credit to payments under the following contract: Recruitment of an Energy Specialist for the DECIM Project Coordination Unit. The consulting services (“the Services”) consist of: providing technical and operational support to the Deputy Energy Coordinator in the planning, implementation, monitoring, and supervision of the DECIM project’s energy activities, including those to be financed by the additional financing. He/She will ensure the compliant application of technical, environmental, and social standards, as well as the quality of the execution of services by the stakeholders involved. The duration of the mandate is until the end of the project (March 31, 2028), approximately eighteen (18) months, including a firm tranche of 12 months followed by a conditional tranche based on a satisfactory evaluation of the Consultant's performance and the World Bank's no-objection. A probationary period of six months is included in the firm tranche. The position is based in Antananarivo within the DECIM UCP, with occasional travel to the project intervention areas. The Energy Specialist will work full-time at the DECIM UCP premises. Interested Consultants must be able to provide information demonstrating that they possess the following profile: Required Qualifications

• University degree (Master's level or equivalent) in electrical engineering, electromechanical engineering, energy, or a related field;
• Minimum of five (5) years of proven professional experience in the implementation of energy projects, including at least two (2) years within the framework of a project financed by one or more international donors (experience on a World Bank-financed project is an asset);
• Proven experience in the execution or monitoring of studies, works, supply of MV/LV equipment, or solar projects;
• Experience in rural electrification, off-grid solar systems or mini-grids, or results-based financing mechanisms is an asset;
• Mastery of energy technical standards, procurement procedures, and environmental and social safeguard requirements;
• Good understanding of the energy sector challenges for the success of State commitments;
• Demonstrate integrity in all actions;
• Have leadership skills and good interpersonal abilities;
• Good communication, writing, and teamwork skills in a multidisciplinary team;
• Proficiency in French required; knowledge of English is an asset.
