The Smart Villages Project wishes to engage the services of a specialized technical assistance firm/consortium that will act as an interface to source, train, and provide contractual support for high-potential young Nigerien talents. This approach will provide ANSI with the necessary human resources to accelerate its projects, while actively preparing a sustainability solution for the integration of these skills within the government.
The main objective of the firm/consortium's mission is to provide ANSI with a pool of high-level operational technical skills for a period of three (3) months, to support the implementation of e-government strategic projects and strengthen the agency's technical autonomy.
The specific objectives of the firm/consortium's mission are as follows:
- Identify and recruit a contingent of high-potential young Nigerien graduates in digital fields not covered by the civil service;
- Ensure their rapid and intensive upskilling through practical training and internationally recognized certifications;
- Manage their contractual support and remuneration at a competitive level for a period of 6 months, to ensure their retention;
- Develop and propose a viable sustainability strategy to enable the long-term integration of these talents and their functions within the government upon completion of the mission.
Qualifications and Competencies of the Firm
The Consultant will be an internationally reputable Firm/consortium with:
- At least five (5) years of general experience;
- Executed at least two (02) assignments in training engineering and capacity building programs in the digital field (certificates of good performance);
- Executed at least two (02) assignments in technical assistance for the promotion of digital talents (certificates of good performance);
The Consultant will be recruited in accordance with the "Procurement Regulations for Investment Project Financing Borrowers (IPF)" of the World Bank Group, adopted in July 2016 and revised in November 2017, August 2018, November 2020, September 2023, February 2025, and September 2025.
The selection method adopted is Quality-Based Selection (QBS).
The members of the technical assistance mission are key experts, all holding a minimum Bac+5 degree (engineer, master's in computer science, management, or related field) and fluent in French. Each has significant experience and a track record of successful assignments in similar contexts.
