SUBMISSION DEADLINE: Thursday, October 29, 2026 at 4:30 PM (New York time). TYPE OF CONTRACT PROPOSED: "Responsible Party Agreement" R.P.A. FIXED BUDGET NOT TO EXCEED: 150,000 USD. Any financial proposal with a budget exceeding the indicated amount will be disqualified. CONTRACT AWARD: UNDP will award the contract to the qualified NGO that obtains the highest total score under the evaluation method indicated. The QB-FBS methodology implies that all proposals have the same maximum overall price (which cannot exceed a known fixed budget amount), focusing the selection on the quality of the proposal and the approach and methodology proposed by the CSOs/NGOs. CSOs must provide their best technical proposal and their best financial breakdown (within the budget limits) in a single envelope (clearly indicating the proposed overhead costs). The evaluation of all technical proposals will be carried out in accordance with the evaluation criteria described below, and the institution that obtains the highest technical score will be selected. CSOs/NGOs exceeding the fixed budget established in their financial proposals will be rejected. OFFER REJECTIONS - The supplier name indicated in Quantum must exactly match the name on all supporting documents (e.g., proposal, financial offer, legal registration). -- Offers not submitted via the Quantum system or using incorrect identifiers will be disqualified. - Proposals must be submitted directly in the Quantum supplier portal by following this link: http://supplier.quantum.partneragencies.org or by using the profile you may have on the portal.
