Aware of the crucial importance of investing in human capital to ensure national stability and drive sustainable development, the Government of Burundi has designated Education and Health as priority sectors. Through the National Development Plan 2018-2027 and the recently adopted Vision of an emerging country by 2040 and a developed country by 2060, Burundi is committed to ensuring universal access to basic health services, inclusive and quality education for all, as well as skills development for the diversification of formal employment and the promotion of entrepreneurship. These strategic objectives aim to strengthen human capital at all levels of society, thereby reducing socio-economic inequalities and stimulating sustainable growth. With approximately 41.5% of the population aged 0 to 15 in 2022, the country's children represent its most abundant wealth and hold the key to long-term stability.
Furthermore, Burundi hosts a significant refugee population (86,300 in March 2024, 39% of whom are aged 5 to 17). In June 2023, the Country updated its 2019 strategy for supporting host communities and refugees. It is committed to deepening the integration of refugees and returnees into national systems and their social integration, particularly through the harmonization of education and health systems in integrated development zones. In education, the Country is currently developing a strategy for the inclusion of refugees and improving access for returnees to the Burundian education system.
