In any case, the opening of administrative documents and technical and financial offers will take place on 20/10/2026 from 4 p.m. by the Internal Market Award Commission of SODECOTON, in the meeting room at the General Directorate of the Company in Garoua. Only bidders can attend this opening session or be represented by a single person of their choice duly mandated, even in the case of a group of companies. Under penalty of rejection, the required administrative file documents must be produced in originals or in copies certified true by the issuing service or the competent administrative authority, in accordance with the stipulations of the Specific Rules of the Tender. They must date from less than three (03) months from the original date of submission of offers or have been established after the date of signature of the tender notice. In case of absence or non-compliance of an administrative file document during the opening of bids after a period of 48 hours granted by the Commission, the offer will be rejected. They should not be subject to scoring. These include: 1. The absence, at the opening of bids, of the stamped bid security, accompanied by the deposit receipt issued by the CDEC in accordance with Circular Letter N°000019/LC/MINMAP of June 05, 2024; 2. failure to produce, beyond the 48-hour deadline after the opening of bids, an administrative file document that is missing or deemed non-compliant; 3. false declarations, fraudulent maneuvers or falsified documents; 4.
