JUSTIFICATIVA DA NECESSIDADE DA CONTRATAÇÃO/MOTIVAÇÃO:
Obra: Construção de Centro de Convenções no Parque Municipal de Eventos Pompeu Francisco Lummertz- Área de 1.195,46 m².
O município de São João do Sul possui relevante patrimônio histórico, cultural e social, sendo reconhecido oficialmente como Capital Catarinense do Carro de Boi, conforme Lei nº 2.027/2025. Tal reconhecimento decorre da expressiva representatividade dessa manifestação cultural na formação da identidade local, associada às tradições rurais, agrícolas e comunitárias que marcam o desenvolvimento do município.
Em 2023, o município alcançou projeção nacional ao registrar o recorde brasileiro do maior desfile de Carros de Boi, com 318 unidades simultâneas, durante a XIII Festa do Colono e II Feira Agropecuária, com reconhecimento oficial pelo RankBrasil. Esse feito evidencia a magnitude dos eventos realizados no município e a crescente demanda por espaços públicos adequados para a realização de atividades culturais, turísticas, agropecuárias, institucionais e comunitárias de médio e grande porte.
