Rainwater treatment plant Karlshöher Graben

As part of Hamburg's road maintenance management system (EMS-HH), the State Office for Roads, Bridges and Waterways plans to treat and retain rainwater using water management facilities in conjunction with the road renovation measures Farmsener Weg/ Karlshöhe/ August-Krogmann-Straße. Currently, rainwater from 6 drainage sections is discharged untreated and und throttled. This tender concerns the planning of a rainwater treatment plant for drainage sections 3 and 4. Due to site conditions, different variants are to be compared within the scope of a feasibility study update (Special Service) as part of a site-specific review in Stage 1, before the preliminary planning begins. Included are the basic services of • Object planning of engineering structures (LPH 1-2 and 6 respectively, pro rata; LPH 3-5) according to HOAI 2021 § 43 for a rainwater treatment plant • Specialist planning of structural analysis (LPH 1-3, 6) according to HOAI 2021 § 51 • Specialist planning of technical equipment (LPH 1-5, LPH 6 pro rata) according to HOAI 2021 § 55 • Geotechnics according to HOAI 2021, Annex 1, Point 1.3 • Planning-accompanying surveying according to HOAI 2021, Annex 1, Point 1.4 as well as Special Services: • Update of the feasibility study • Tree inventory plan and tree assessment • Specialist contribution on nature conservation law • Preliminary environmental impact assessment (UVP-Vorprüfung) • Landscape conservation accompanying plan (LBP) • Verifiable design structural analysis • Soil mechanical and chemical laboratory tests • Creation of mixed samples and monitoring of ground soundings • Photorealistic visualization • Proof of the rainwater treatment plant using long-term simulation. The commissioning and processing of the tendered service will be carried out in stages: • Stage 1: Processing and updating of the feasibility study (Special Service) • Stage 2: Determination of basic data and preliminary planning (LPH 1-2) • Stage 3: Design, approval, and execution planning and preparation of the tender (LPH 3-6) In Stage 1, further solution options are to be investigated within the scope of updating the feasibility study. After completion of the updated feasibility study (Stage 1) and approval by the client, the processing of the planning phases for the agreed preferred variant will begin. The processing of the service phases (LPH) must be carried out sequentially. Only after approval of the plans (preliminary planning) by the client are the respective explanatory reports to be prepared. Only after approval of the respective above-mentioned document by the client is the next document to be prepared. The PU will be sent to the public authorities concerned. After approval of the sent PU (LPH 2 – Stage 2) and consideration of the statements and the associated demonstration of feasibility, the decision on commissioning LPH 3–6 (Stage 3) will be made by the client. The preferred variant is to be processed in the further planning phases up to the preparation of the tender in accordance with HOAI 2021 § 43. LPH 3-6 will be commissioned in each case upon written request by the client. LPH 1-3 and 6 of the structural analysis according to HOAI 2021 § 51 fall entirely under Stage 3. Further commissioning will take place when the respective preferred variant for the planned RWBA has been approved by the responsible authorities (landowners, etc.). There is no legal entitlement to the commissioning of LPH 1-2 (Stage 2) as well as LPH 3-6 (Stage 3) and LPH 1-3 and 6 of the structural analysis (Stage 3).
