Rainwater management in the Pulverdamm settlement area in the Rietberg district - Planning of traffic facilities, planning of civil engineering structures

The subject of the procedure is the awarding of planning services for traffic facilities according to § 47 HOAI and the planning of civil engineering structures according to § 43 HOAI for the realization of the project "Rainwater management in the Pulverdamm settlement area in the Rietberg district". The hydraulic calculation of the drainage facilities, including the creation of the required flood report according to DIN1986, will be awarded as a special service within the scope of planning traffic facilities and civil engineering structures. In the hydraulic calculation of the drainage facilities, including the creation of the required flood report according to DIN1986, the contractor shall in particular: - determine the relevant catchment areas, runoff coefficients, and design rainfall, - carry out the hydraulic calculation and dimensioning of the required drainage facilities, taking into account the existing drainage situation, including existing connection and discharge options as well as existing and planned paved areas, roof areas, and outdoor facilities, - determine the required retention, storage, and infiltration volumes, - create the flood report according to DIN1986, including the depiction of the relevant runoff and flood paths in the event of heavy rain or overload of the drainage systems, - develop and evaluate suitable measures for the harmless retention, drainage, or infiltration of rainwater, - provide graphical and computational documentation of the calculation results and design bases. In addition, on-site construction supervision will be awarded as a special service within the scope of planning traffic facilities and civil engineering structures. In on-site construction supervision, the contractor shall in particular: - carry out plausibility checks of the setting-out, - supervise the execution of the construction work: • participate in briefing the contractor on the construction measure (start of construction meeting), • supervise the execution of the object for compliance with the documents released for execution, the construction contract, and the client's specifications, • check and evaluate the justification of additional claims, • carry out or arrange for control tests, • supervise the rectification of defects identified during the acceptance of services, • document the construction progress, - participate in the measurement of quantities with the executing companies and check the measurements, - participate in official acceptances, - participate in the acceptance of services and supplies, - invoice verification, compare the results of the invoice verifications with the contract sum, - participate in supervising the testing of the functionality of the system components and the entire system, - supervise the execution of supporting structures according to Annex 14.2 Fee Zone I and II with very low and low planning requirements for compliance with the structural analysis. Regular, at least weekly, on-site meetings for on-site construction supervision, plus the necessary preparation and follow-up, will be required. In addition, as-built surveying and the creation of as-built documentation will be awarded as special services within the scope of planning traffic facilities and civil engineering structures. In the scope of preliminary planning for as-built surveying and the creation of as-built documentation, the contractor shall in particular: - procure and compile the necessary cadastral documents, including checking and incorporating them into the planning basis. - carry out a topographical survey of the existing traffic facilities, including recording the relevant terrain points, roadways, pedestrian and cycle paths, kerbs and edge foundations, as well as other existing elements relevant for planning, in terms of position and height. - carry out a topographical survey of the existing and accessible drainage facilities and sewers in terms of position and height, including recording the visible manholes and relevant installations. Comparison with existing sewer records. - compile and evaluate the pipeline records provided by the responsible supply and disposal companies. Incorporate the existing supply and disposal pipelines into the as-built documentation, taking into account the available as-built data. - create a georeferenced digital as-built plan as a basis for further planning services. The as-built plan contains the recorded local existing situations as well as the available cadastral, sewer, and pipeline information. - carry out plausibility checks and merge the different as-built data into a uniform planning basis. The project includes, among other things, the renovation of underground and above-ground rainwater drainage, the removal of sealing from existing areas and sidewalks, on-site infiltration, and improved greening. The project location is in the "Pulverdamm" settlement area in the Rietberg district. Further information on the subject of the contract can be found in Annex B.1 (Project Description).
