Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences, envisioning safer communities and sustainable development through disaster risk reduction. It supports sustainable solutions for disaster risk reduction across a broad range of specialist areas, with a wide range of professional expertise from atmospheric scientists to social scientists with experience from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) effectively. ADPC’s Strategy 2030 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific, with various programs being implemented under 15 strategic themes by three departments, namely Preparedness and Climate Actions, Risk Analytics and Climate Services, and Risk Governance and Financing. In addition to these, ADPC also works on three cross-cutting themes: Gender and Diversity, Innovation, and Regional and Transboundary Cooperation through permanent working committees. These activities are supported by proactive individual departments of Finance, Human Resources, and Administration. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation. Department Introduction: The Preparedness and Climate Action (PCA) Department of ADPC focuses on enhancing the preparedness and response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and more efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes. Purpose and Objectives: The PCA Department of the Asian Disaster Preparedness Center (ADPC) is developing a regional readiness and rapid outbreak response platform designed to strengthen government-led preparedness, rapid activation, and coordinated responses to emerging and re-emerging infectious disease threats across Asia and the Pacific. Building on existing national capacities, regional partnerships, and established emergency response mechanisms, the Platform is structured around four objectives: rapid activation and surge response; early detection, containment and mitigation; coordinated and operationally effective response; and system reinforcement and transition. Subject to award and final programme approval, ADPC will establish and operate the regional Hub in collaboration with its technical, implementation, and government partners. In this context, ADPC is establishing a prequalified roster of regional and national experts so that, if and when assistance is requested, appropriate expertise can be identified within the required timeframe. The roster will maintain readiness across the full range of technical functions; provide short-notice technical, operational and advisory support; complement without duplicating expertise available from ADPC, partner organizations and national institutions; identify national experts with detailed knowledge of country institutions, procedures and languages; and support consistent technical standards, learning and transition to national ownership. Geographic Coverage: The programme is designed to support up to sixteen countries across Asia and the Pacific. Final country participation and implementation priorities will be determined based on programme approval, government engagement, and operational requirements. Southeast Asia: Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Timor-Leste, Viet Nam South Asia: Bangladesh, India, Maldives, Nepal, Pakistan, Sri Lanka Pacific: Papua New Guinea Roster Structure: The roster is organized in two parts. Roster A comprises operational profiles predominantly mobilized during an activation to support a government-led response. Roster B comprises technical assistance and systems profiles engaged for readiness, institutional strengthening, transition, and regional work. Applicants may register for categories in either or both parts. Roster A - Operational Response Profiles Roster category : Minimum Technical Requirements 1. Incident Management, Public Health EOC and Response Information Management Experience establishing or strengthening Public Health EOCs and incident management systems; preparation of operational manuals, SOPs, activation protocols and coordination structures; experience supporting live activations and exercises. Includes incident action planning, maintenance of a common operating picture, situation reporting and resource tracking during live response. 2. Field Epidemiology, Surveillance, Rapid Risk Assessment and One Health Advanced degree in epidemiology or public health; experience in event-based and indicator-based surveillance, rapid risk assessment, outbreak investigation, community surveillance and joint epidemiological assessments; FETP qualification desirable. One Health applicants should hold veterinary or environmental health qualifications with experience in zoonotic surveillance and joint animal–human risk assessment. 3. Laboratory Systems, Diagnostics, Specimen Referral and Genomic Surveillance Advanced degree in laboratory sciences, microbiology, virology or a related field; experience with diagnostic networks, quality assurance, biosafety, laboratory referral systems and expedited specimen transport; specimen-shipping certification preferred. Genomic surveillance applicants should have experience in sequencing workflows, bioinformatics and variant reporting. 4. Infection Prevention, Clinical and Case Management Medical, nursing or relevant clinical qualification; experience developing and implementing IPC and outbreak case-management protocols, facility preparedness, clinical referral pathways and healthcare-worker protection measures. 5. Risk Communication, Community Engagement and Community-Based Surveillance Advanced degree in public health, behavioural science, communications or social sciences; experience in RCCE strategy, community surveillance, behavioural-data use, rumour management, feedback mechanisms and locally led response. 6. Environmental Health, Water, Sanitation and Hygiene, and Vector Control Degree in environmental health, public health engineering, entomology or a related field; experience in outbreak WASH response, water quality and safe water supply, sanitation and hygiene promotion in emergencies, cholera and diarrhoeal disease control, and vector surveillance and control for dengue and other vector-borne outbreaks. 7. Emergency Health Logistics and Supply Chain Advanced degree in logistics, supply-chain management or emergency operations; experience with medical supply chains, procurement, pre-positioning, stock management, cold chain, customs clearance and mission-ready outbreak packages. 8. Rapid Response Team and Surge Workforce Advanced degree in public health, medicine, emergency management or a related field; experience designing and managing national or international rapid response teams, expert rosters, credentialing systems, deployment procedures and team-readiness standards. 9. Points of Entry, IHR and Cross-Border Health Advanced degree in public health, border health or a related field; strong knowledge of the International Health Regulations; experience with airport, seaport and land-crossing preparedness, screening, isolation, referral, notification and cross-border coordination. 10. Safeguarding, Security and Duty of Care Qualification in safeguarding, protection, security management or a related field; Experience implementing PSEA and safeguarding frameworks in operational settings, deployment security risk assessment, access negotiation, staff welfare and duty-of-care arrangements. Safeguarding applicants require survivor-centred response and incident reporting experience. Roster B - Technical Assistance and Systems Profiles Roster Category : Minimum technical requirements 11. Simulation Exercise, AAR, and Capacity Development Advanced degree in public health, emergency management, education, or a related field; experience designing tabletop, functional and full-scale exercises; adult learning, training-of-trainers, exercise evaluation and corrective-action planning experience. 12. Emergency Financing and Local Partner Grants Advanced degree in finance, economics, public administration or a related field; experience designing emergency financing, rapid-disbursement, subgrant and local-partner funding mechanisms; strong knowledge of fiduciary controls and donor compliance. 13. Monitoring, Evaluation, After-Action Review and Transition Advanced degree in public health, health systems, monitoring and evaluation, organizational development or a related field; experience designing and applying performance frameworks and indicators for emergency operations; facilitating after-action reviews, performance-improvement plans, handover and transition processes, institutionalization and sustainability planning. 14. Digital Health, AI and Outbreak Information Systems Advanced degree in health informatics, data science, computer science, epidemiology or a related field; experience developing interoperable surveillance or emergency reporting platforms, dashboards, data inventories and AI-enabled decision-support tools; knowledge of privacy, cybersecurity and responsible AI required. 15. Regional Partnership, Governance and Health Diplomacy Advanced degree in public policy, international relations, law, public health or a related field; experience facilitating regional cooperation, policy dialogue, government agreements, activation arrangements, cross-border protocols and engagement with regional bodies. 16. Knowledge Management, Learning and Advocacy Advanced degree in knowledge management, communications, public health or a related field; experience producing technical guidance, lessons-learned products, policy briefs, advocacy materials, regional learning platforms and knowledge-exchange initiatives. Duties and Responsibilities: Duties are defined in each assignment-specific terms of reference. Across all categories, experts are expected to: Provide high-quality technical or operational advice within the roster category and assignment agreed. Work under government leadership and through existing national, subnational and regional systems and coordination mechanisms, applying national policies, protocols and laws alongside recognized international technical standards. Coordinate effectively with ADPC, technical and implementation partners, government authorities and local institutions. Produce concise, evidence-based and operationally useful deliverables within agreed timelines. Transfer knowledge and capability through mentoring, coaching, joint implementation and practical documentation. Identify and promptly escalate operational, technical, ethical, safeguarding, security and data-protection risks. Contribute to monitoring, after-action review, learning, handover and transition. Expected Outputs: Outputs are defined for each assignment and are subject to technical review and acceptance by the designated assignment manager and, where applicable, the relevant government authority. Working Principles: Experts will work closely with and report to the Unit Head, Emergency Preparedness and Response (EPR), PCA, under the overall guidance of the Director, PCA. Assignment-specific reporting arrangements will be defined in each assignment's terms of reference; during deployment, these may include day-to-day reporting to a national or subnational response structure. Minimum Qualifications: Two experience tracks apply. The senior trackapplies to profiles that set standards, advise governments and lead technical work. The practitioner track applies to profiles that deploy to subnational and field locations, where operational field experience is the determining qualification. Both tracks are open across both rosters. Roster B categories are filled predominantly on the senior track. Roster A categories typically require both: a senior technical lead advising national authorities, and practitioners working at subnational and field level. Senior track - Roster B Technical Assistance Profiles Advanced university degree in the relevant field; a bachelor’s degree with 4 years of additional experience may be accepted for non-clinical roles At least 10 years of relevant professional experience, including 5 years in health emergencies, outbreaks or disaster response Experience working with government institutions and multisectoral partners Demonstrated experience in Asia; multi-country experience preferred Excellent English communication and report-writing skills; relevant Asian languages are an asset Availability for remote assignments and short-notice international deployment Practitioner track — Roster A operational profiles University degree or recognized professional or technical qualification in the relevant field At least 4 years of relevant professional experience, including 2 years in outbreak or emergency response Experience working within national or subnational response structures Demonstrated field operational experience; national and subnational deployment experience valued Working English; fluency in a national or subnational language of the deployment country Availability to deploy at short notice, including to subnational, remote and border locations General Requirements: Operate within all ADPC Guidelines and Procedures/ Policies.
