Reconstruction of the railway section Opava Východ – Kravaře ve Slezsku

The subject of the construction works is the reconstruction of the railway section Opava východ – Kravaře ve Slezsku in km 26.650–27.150, consisting of the construction of a continuous multi-span viaduct approximately 300 meters long to bridge the inundation area of the Opava River. The construction works include the removal of the existing embankment in the flood area, adjustment of the track level, construction of a deep-founded bridge structure including transition areas, reconstruction of the railway subgrade with drainage provision, renewal of the railway track including replacement of rails, sleepers, fastening elements and ballast, as well as laying new cabling including HDPE conduits, optical routes and communication elements. The construction also includes the execution of related structures, such as railway paths, geotechnical and landscape stabilization measures, including ensuring conditions for the future integration of the construction into the flood protection system of the city of Opava. The subject of this public contract also includes the provision of related design activities, namely the processing of the construction design documentation. The construction design documentation means the construction design documentation according to the contracting authority's internal regulation SŽ SM011 Documentation of constructions of Správa železnic, state organization and according to Annex No. 1 and No. 3 of Decree No. 227/2024 Coll., design documentation of transport infrastructure constructions in its complete scope defining the construction in technical, economic and architectural details, which are unambiguously defined by the subject of the public contract according to the tender documentation. The design documentation will define the volumetric, material, construction-technical, technological, layout and operational properties of the work and quality, taking into account the impact of the construction on the environment, and will enable the preparation of a list of works with a bill of quantities, a detailed itemized budget of individual construction parts (SO) and technical and technological equipment parts (PS), and a summary budget as a basis for partial invoicing during the construction implementation. The design documentation will be processed in accordance with the Technical-Economic Assessment (TEH) and will respect the recommended variant of the Ministry of Transport stated in this assessment. The contractor is obliged to respect the Requirements for Performance or Function and the Accompanying Documentation when processing the design documentation. The design works include all activities and documents ensuring comprehensive public law proceedings, proceedings with owners of affected real estates, and ensuring all necessary documents and certificates necessary for issuing the construction permit (if required for the fulfillment of the public contract), based on the principal's power of attorney. The contractor's activities also include the performance of the designer's supervision within the meaning of Act No. 283/2021 Coll., Building Act, as amended. Within the scope of processing the design documentation, the contractor will ensure the processing of documents for the construction implementation in the required quantity and form. The contractor will ensure the processing of applications for the necessary permits for the project and ensure their issuance, if required for the fulfillment of the public contract.
