Road reconstruction - 2025

1. The subject of the order is construction works for the reconstruction of roads or other paved surfaces owned or managed by the contracting authority based on project documentation. The contracting authority will conclude a framework agreement with the successful bidder, whereby the contracting authority will issue an order to the successful bidder for the execution of reconstruction works specifically for the roads or other paved surfaces specified in the order. The contracting authority's order will include: a) identification of the exact place of delivery of the part of the subject of the order by identifying the roads or other paved surfaces, b) determination of the scope of the ordered construction works, c) delivery deadline for the part of the subject of the order, d) project documentation, bill of quantities, decisions, notifications, opinions, and statements from the relevant authorities. 2. When fulfilling the order, the successful bidder must comply with the relevant generally binding legal regulations, relevant technical standards, and other regulations defining the technical requirements for the subject of the order, especially the Technical-Quality Parameters for Compacted Asphalt Mixtures TKP 6 issued by the Ministry of Transport of the Slovak Republic and the Catalog Sheets of Asphalt Mixtures KLAZ 1/2019 issued by the Ministry of Transport of the Slovak Republic, or legal regulations, technical standards, and other regulations supplementing, amending, or replacing them. In the case of a decision, opinion, or notification issued by a competent public authority related to the implementation of the part of the subject of the order based on the contracting authority's order, the successful bidder is obliged to comply with the obligations, conditions, or restrictions arising from the said decision, opinion, or notification of the competent public authority. 3. Part of the fulfillment of the order by the successful bidder after the completion of construction works is the performance of non-destructive measurement of the thickness and composition of the pavement or other paved surfaces using ground-penetrating radar (GPR) equipment, both contact and non-contact, and the submission of a written record of the performed measurements to the contracting authority. 4. The fulfillment of the order also includes the removal of waste and its disposal in a landfill, with waste management being governed by the relevant generally binding legal regulations. 5. In the event that any of the parameters used, or a range of parameters, identifies a specific type of product, or a product of a specific manufacturer, the contracting authority allows the replacement of such a product with an equivalent product or an equivalent technical solution, provided that the equivalent product or equivalent technical solution meets the utility, operational, functional, and aesthetic characteristics necessary to ensure the purpose for which the specified equipment is intended. For products and accessories of a specific brand, the bidder may also submit equivalents of another brand of the same or higher quality. The same applies when a specific product name is mentioned anywhere in the description of the subject of the order. 6. The contracting authority reserves the right to decide on a change in the scope of construction works performed during the fulfillment of the subject of the order.
