Účelom navrhovanej investičnej akcie je realizovať v podmienkach Úradu vlády SR opatrenia na zaistenie bezpečnosti zamestnancov Úradu vlády SR a ďalších osôb nachádzajúcich sa v budove Úradu vlády SR, na ochranu majetku a v neposlednom rade aj na ochranu utajovaných skutočností. Predstavuje nový, komplexný prístup k zavedeniu opatrení na elimináciu bezpečnostných rizík alebo ich zníženiu na akceptovateľnú úroveň. Investičná akcia je bližšie špecifikovaná v Projektovej dokumentácii Integrovaného bezpečnostného systému Úradu vlády SR (ďalej len „IBS“), ktorá tvorí samostatnú prílohu obsahujúcu utajované skutočnosti do stupňa utajenia „VYHRADENÉ“ týkajúce sa obrany a bezpečnosti.
