Remediation of land contaminated as a result of a fire of hazardous waste, accumulated in an inappropriate place at ul. Przylep - Zakładowa 6 in Zielona Góra - preliminary studies

1. The subject of the order includes: Development of a report on preliminary studies of the state of soil contamination on the land plots 765/95, 765/96, 765/97, 765/26 and 6/1, cadastral district 0060, along with an assessment of bottom sediments in the reservoir on plot 1/4, cadastral district 0060 in Zielona Góra. The activities include conducting preliminary studies, in accordance with the Regulation of the Minister of Environment of September 1, 2016, on the method of conducting an assessment of surface soil contamination (Journal of Laws 2016, item 1395) in 2 areas: the first covering the land plots 765/95, 765/96, 765/97, 765/26 with a total area of approx. 8900 m2 by dividing them into a minimum of 12 sections, and the second covering plot 6/1 with an area of 800 m2 and dividing them into a minimum of 5 sections. Additionally, the task includes conducting an analysis of bottom sediments from the reservoir on plot 1/4 to determine the concentration of substances that permit the disposal of waste in landfills for hazardous or non-hazardous waste, in accordance with the Regulation of the Minister of Economy of July 16, 2015, on the admissibility of waste for landfilling (Journal of Laws 2015, item 1277). 2. A detailed description of the subject of the order is included in Annex No. I.2 to the SWZ. 3. Pursuant to Art. 95 of the Public Procurement Law, the Contracting Authority requires the Contractor or Subcontractor to employ individuals under an employment relationship who will perform tasks related to the execution of the order, consisting of performing activities in the scope of field work, laboratory tests, and development of the research report - if the performance of these activities involves work in the manner specified in Art. 22 § 1 of the Act of June 26, 1974, Labor Code (Journal of Laws of 2023, item 1465), provided that these activities are not performed by these individuals as part of their business activity. Information on control powers and sanctions for non-compliance with the aforementioned requirements is specified in the draft contract, which is Annex No. I.3 to the SWZ. 4. The Contracting Authority requires that the individuals designated by the Contractor who will participate in the execution of the order and communicate with the Contracting Authority during the execution of the subject of the order have a communicative command of the Polish language. If the aforementioned individuals do not have a communicative command of the Polish language, the Contractor is obliged to provide a translator at their own expense and effort during the term of the contract and for the purposes of executing the subject of the order. 5. The selected Contractor is obliged to submit to the Contracting Authority before signing the contract: 1) a copy of the current civil liability insurance policy in accordance with § 8.1 of the draft contract; 2) a copy of the documents confirming that the individuals who will participate in the execution of the order meet the requirements specified in point 5.1.2. SWZ.
