Repair Preparedness Plan (RPP) for the cable repair of the HVDC project SuedLink / SuedOstLink

The subject of the tender is the provision of engineering and consulting services for the creation of Repair Preparedness Plans (RPP) for the cable systems of the HVDC projects SuedLink and SuedOstLink within the contracting authority's area of responsibility. The services are divided into two specialist lots. Specialist Lot 1: Creation of Repair Preparedness Plans for the cable repair of the HVDC project SuedLink The services relate to route corridors in northern and central Germany, with a focus on Schleswig-Holstein and Lower Saxony. The route extends from the grid connection points Brunsbüttel and Wilster to the Hildesheim area. Specialist Lot 2: Creation of Repair Preparedness Plans for the cable repair of the HVDC project SuedOstLink The services relate to route corridors in the Free State of Bavaria. The route extends from the Hof and Bayreuth areas to the Isar grid connection point near Landshut. For both specialist lots, the services include in particular: - structured recording, analysis, and preparation of technical, geographical, and organizational data of the cable infrastructure - development and evaluation of damage scenarios - creation of procedural, action, and coordination plans for the preparation of repair operations - creation of technical reports and planning-relevant documents - creation of CAD and GIS-based representations - establishment and structuring of a digital document and data management system The aim of the service is the systematic preparation of repair measures for the operation of the systems in order to enable fast and efficient repair in the event of a fault and to minimize downtimes. The services are predominantly provided remotely and are supplemented by project-related coordination and individual on-site appointments in the respective project area. * For bidding consortia/working groups/consortia, all members of the bidding consortium/working group/consortium must submit the information listed under "Participation" respectively. The consortium leader must be clearly named. * The contracting authority is entitled to transfer the rights and obligations of the contract object in its entirety to a special purpose vehicle (SPV/NewCo), regardless of whether third parties have already participated as shareholders in such a company or will only participate in one after the potential transfer of this contract. * Exact details on the deadlines for lodging appeals: Applicants/bidders must lodge complaints against procurement violations in compliance with the provisions of § 160 (3) GWB. A request for review is inadmissible according to § 160 (3) GWB if 1. the applicant recognized the alleged violation of procurement regulations before submitting the request for review and did not lodge a complaint with the contracting authority within ten calendar days; the expiry of the deadline according to § 134 (2) GWB remains unaffected, 2. violations of procurement regulations that are recognizable from the notice must be complained about to the contracting authority no later than the expiry of the deadline for applications or tenders specified in the notice, 3. violations of procurement regulations that only become recognizable in the tender documents must be complained about to the contracting authority no later than the expiry of the deadline for applications or tenders, 4. more than 15 calendar days have passed since the contracting authority received the notification that it does not intend to remedy the complaint. * The award of the contract is subject to changes in the legal and/or regulatory framework, regulations, and rules applicable at the time of the publication of this announcement. * The contracting authority is entitled, according to § 57 SektVO, to discontinue the procurement procedure at any time. The deadline of §160 (3) No. 4 GWB is expressly pointed out. * The estimated maximum value of the framework agreement is EUR 4,500,000.00 in total and is distributed as follows among the individual lots: – Specialist Lot 1: EUR 2,000,000.00 – Specialist Lot 2: EUR 2,500,000.00 The stated values are non-binding estimates and maximum values, which are used exclusively for the classification of the contract volume under procurement law, taking into account all options and possible scenarios. They do not represent guaranteed call-off quantities and do not create any claim against the contracting authority for an order of corresponding value. The price determination must be made by the bidders independently of this information on the basis of the specific service requirements. ***
