De Opdracht betreft het leveren van representatieartikelen, waaronder (feestdagen)attenties en (digitale) cadeaubonnen, ten behoeve van de Belastingdienst, Douane en Toeslagen. De raamovereenkomst ondersteunt de uitvoering van het personeelsbeleid van de Belastingdienst, waarin erkenning, waardering en betrokkenheid van medewerkers centraal staan. De levering van representatieartikelen draagt bij aan een uniforme en controleerbare toepassing van interne richtlijnen en beleidsdoelstellingen. De Belastingdienst heeft een structurele en blijvende behoefte aan representatieartikelen. Om de continuïteit van de levering en de naleving van aanbestedingsrechtelijke verplichtingen te waarborgen, wordt een raamovereenkomst gesloten met één (1) opdrachtnemer. Met deze aanbesteding wordt beoogd een raamovereenkomst te sluiten met de inschrijver die de economisch meest voordelige inschrijving (EMVI) op basis van de beste prijs-kwaliteitverhouding indient.
