The Municipality of Brazzaville has obtained financing from the French Development Agency (the "AFD") to finance the cost of the « Brazzaville Experimental Garden Development Project ». It is intended that a portion of the sums granted under this financing will be used for payments for the contracts concerned. 2. The Municipality of Brazzaville invites sealed Bids from eligible Bidders for the execution of the following works: « Road and various network development works (VRD) », including in particular: • Site installation; • Signage; • Studies; • Preparatory works; • General earthworks; • Paved roads; • Green spaces and parking development; • TVC roads; • Crossing structures; 3. Eligible and interested Bidders must demonstrate proven experience in the execution of road, network, and crossing structure development works. They must also present a work execution methodology and an environmental approach adapted to the requirements of this contract. 4. Eligible and interested Bidders may obtain information at the Brazzaville City Hall located at Hôtel de Ville, Avenue Cardinal Emile BIAYENDA, and examine the Tender Documents at the Public Procurement Management Unit of the Municipality of Brazzaville (Permanent Secretariat), on the 2nd floor, Doors n° 3 and 4 on the right – Tel: 06 793 26 84 / 05 506 13 14, from 8:30 AM to 2:00 PM. 5. Interested Bidders may obtain the complete Tender Documents in French at the address mentioned above against a non-refundable payment of Two hundred thousand (200,000) CFA francs. 6. The Instructions to Bidders and the General Conditions are those of the AFD's « Standard Procurement Documents for Works ». 7. Bids must be submitted to the address above no later than Monday, August 24, 2026, at 2:00 PM sharp. The Bid must include a bid guarantee of: Five (5) million CFA francs. 8. Bids will be opened in the presence of the representatives of the Bidders who so wish on Monday, August 24, 2026, at 2:30 PM, at the following address: Conference Room of the Brazzaville City Hall located at Hôtel de Ville, Avenue Cardinal Emile BIAYENDA, 1st floor, first door on the left. 9. The qualification requirements are: a) Legal capacity • Be legally constituted and in compliance with current legislation; • Provide a copy of the Commercial and Movable Property Credit Register (RCCM) or equivalent document; • Produce a valid tax and social regularity certificate; • Provide a declaration on honor stating that they are neither bankrupt, nor in judicial liquidation, nor subject to exclusion from public procurement. b) Financial capacity • Present certified financial statements for the last three (03) fiscal years; • Demonstrate an average annual turnover in the field of works, over the last three years, in accordance with the requirements of the Tender Document; • Have sufficient financial capacity to ensure pre-financing of services, evidenced in particular by a bank attestation or a line of credit. c) Technical capacity and experience • Have successfully executed, over the last five (05) years, at least two (02) contracts of similar nature and complexity, evidenced by certificates of good performance; • Have the qualified key personnel required for the execution of the contract; • Have or commit to mobilizing the essential equipment necessary for the proper execution of the works.
