COUNTRY: Solomon IslandsPROJECT Name: FFA: Pacific Islands Regional Oceanscape Program – Second Phase for Economic ResilienceGrant No.: IDA-E2180 Assignment Title: FFA Graphic Designer Reference No. SB-FFA-528805-CS-INDV The Pacific Islands Forum Fisheries Agency (FFA) has received grant financing from the World Bank toward the cost of the Pacific Islands Regional Oceanscape Program – Second Phase for Economic Resilience (PROPER) and intends to apply part of the proceeds for the following consulting services. FFA’s mission is to strengthen national capacity and regional cooperation to manage, control, and develop offshore tuna fisheries sustainably. The Agency supports members in exercising sovereign control over fisheries within their Exclusive Economic Zones (EEZs) and engages in regional fisheries governance, including through the Western and Central Pacific Fisheries Commission (WCPFC).FFA is governed by the Forum Fisheries Committee (FFC), composed of national officials and ministers. The Secretariat, led by the Director-General, and has four divisions: Fisheries Management, Fisheries Development, Fisheries Operations, and Corporate Services. The Pacific Islands Forum Fisheries Agency (FFA) now invites eligible Individual Consultant (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (Fifth Edition September 2023) (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. The best qualified Individual to carry out the services will be selected in accordance with the Individual Consultant’s (IC) method set out in the Regulations, and based on the following criteria: FFA is looking for a consultant with the following minimum qualification and experience to undertake the assignment: ● Trade Certificate, Diploma, or Degree in Graphic Design, Visual Communication, Media Arts, or a related field● Minimum 5 years of relevant professional experience in graphic design● Proven experience in developing visuals for development or regional and international organizations● Demonstrated ability to design for both print and digital formats● Strong portfolio of visual communication materials, including infographics, reports, and social media content● Experience working in the Pacific Islands region or on Pacific development and fisheries topics is an advantage● Proficiency in Adobe Creative Suite (InDesign, Illustrator, Photoshop, Premiere, After Effects)● Proficiency with Canva, PowerPoint, and web-optimized design● Basic knowledge of motion graphics and video editing is an advantage● Strong understanding of visual storytelling, colour theory, and layout principles● Ability to work independently and remotely when needed● Fluency in written and spoken English is required. Knowledge of Pacific languages is an added advantage.
