SUB- PLUS PROJECT (SWEDD+) ** REQUEST FOR EXPRESSIONS OF INTEREST Reference Number: BF-WAHO-BF-523825-CS-INDV - JOB TITLE: Statistician-Demographer for the Regional Observatory of the Demographic Dividend 1- Introduction The West African Health Organisation (WAHO) is the specialised institution of the Economic Com- munityofWest African States (ECOWAS)responsibleforhealthmatters. Its mandate is to provide high-quality healthcare to the populations of the sub-region. Communicable andnon-communicablediseasesaretheleadingcausesofmorbidityandmortalityintheregion;disease control and epidemic prevention therefore rank among the priorities of the 12 countries of the ECO- WAS regionand constituteacentral tenet of activities. The World Bank has awarded grants to ECOWAS for WAHO to implement the Sub-Saharan Africa Empowerment andDemographicDividendPlus Project (SWEDD+)P176693. It is in the context of implementing this project that WAHO is seeking to recruit a Statistician-De- mographerfortheRegional Observatoryofthe Demographic Dividend. This recruitment is being undertaken on behalf of the Department of Human Development and Social Affairs oftheECOWAS Commission (DHDSA). 2- Description of Services TheStatistician-Demographershall serve as the Demographic Dividend, PopulationDynamics andBig Data Programme Specialist, and shall provide strategic, technical and programmatic support to the Re- gion through the DHDSA, in the framework of the establishment of the Regional Observatory of the Demographic DividendintheSahel (SWEDD),ofpopulationdynamics andofbigdata. 3- Duties and Responsibilities: Underthedirect supervisionoftheSWEDD+Coordinator,heorsheshall: - Assist countries in establishing a roadmap for mainstreaming population dynamics, the Sustain- able Development Goals, Agenda 2063, the ECOWAS Vision 2050, emerging issues and the demographic dividend into national development policies; - Integrate an economic perspective into the analysis of population and development issues, and contribute to positioning on issues of population dynamics, reproductive health, and gender eq- uity and equality within sectoral development policies and regional frameworks;- Contribute to advocacy efforts on issues of population dynamics and the demographic dividend, while supporting the documentation of good practices, lessons learned, etc. to facilitate pro- gramme activities and their scale-up. - Support countries in the programming, implementation and monitoring and evaluation of re- gional interventions related to capturing the demographic dividend and to the African Union Roadmap, on the basis of the DD Programming Guide; - Provide technical support to countries for the implementation of the roadmap for the operation- alisation of the (national and regional) demographic dividend observatories; - Ensure the strengthening of national and regional capacities, contribute to activities aimed at promoting national ownership of the demographic dividend, and facilitate relations with coun- tries in the implementation of initiatives aimed at capturing the demographic dividend; - Identify opportunities for partnerships with individuals, groups and organisations (government and private-sector entities, networks of religious and traditional leaders, parliamentarians, young people and women, and other development partners, media and civil society organisations) in resource mobilisation and the strategic positioning of population issues, the SDGs and the demo- graphic dividend, and the promotion of SWEDD; - Strengthen national and regional capacities in the production and use of quality data; and support the production of data to underpin the implementation of the SWEDD project at national and regional levels, as well as the monitoring of the SDGs; - Develop projection tools to support advocacy for the demographic dividend and evidence-based programmes; - Provide assistance to countries in the design and implementation of surveys and projections, the drafting of evidence-based reports, and the development of a national strategy for the implemen- tation of the Sustainable Development Goals, Agenda 2063, and the ECOWAS Vision 2050; - Work with the relevant ECOWAS Directorates and departments to ensure sound alignment be- tween the work of the Regional Observatory of the Demographic Dividend and regional priori- ties; - Work under the supervisionofSWEDD+ Project Coordinator; - Perform any other duties that may be assigned to him or her by the DHDSA within the framework of SWEDD+. 4- Required Documents the Services.
