Request for Proposal: “Software Development of a GUI-Based Application for ACROSS Data Processing” June 10, 2026 MORI Hiroyuki Executive Vice President, Energy Business Unit Japan Organization for Metals and Energy Security Japan Organization for Metals and Energy Security (“JOGMEC”) invites proposals for Software Development of a GUI-Based Application for ACROSS Data Processing (“Project”). Potential Contractor (“Contractor”) who wishes to respond to this Request for Proposal (“RFP”) is requested to submit a proposal in accordance with the following instructions. 1. Title of Work Software Development of a GUI-Based Application for ACROSS Data Processing 2. Requested Proposal A proposal with detailed work program, team assignment and cost estimations for the Project is requested. Refer to Appendix 1 “Technical Specifications” for more details. A successful applicant who gets the highest points among the potential contractors in the evaluation process in accordance with Section 9 will be a candidate for the contractor for the Project. Although the agreement of the contract will be prepared and finalized after the discussion between JOGMEC and the selected Contractor, Potential Contractor who submits the proposal shall accept the contract requirement provided in Section 4. 13. Project’s Background and Objectives JOGMEC has been conducting technical demonstrations of a monitoring system using the Accurately Controlled Routinely Operated Signal System (ACROSS), which is a permanent seismic source that generates highly repeatable elastic waves over long periods by rotating an eccentric mass mounted on a rigid foundation. This research and development activity aims to establish reservoir monitoring technologies that contribute to the optimization of Carbon Capture and Storage (CCS) and Enhanced Oil Recovery (EOR) operations. For research purposes, raw data acquired by the ACROSS system are currently processed using in-house data processing codes mainly developed in MATLAB with a command-line user interface (CUI). These codes convert raw ACROSS data into shot gather–like datasets suitable for subsequent geophysical analysis. However, the existing CUI-based system is not user- friendly, has limited readability, and requires a certain level of programming knowledge to operate efficiently.

The objective of the Project is to develop a Graphical User Interface (GUI)- based software application that enables users to execute the existing ACROSS data processing workflows in a more intuitive and user-friendly manner. 4. Contract Requirements (1) Type of contract: Service contract (Lump Sum) * The fixed fee shall be payable only upon JOGMEC’s formal approval of the Deliverables. (2) Term of contract: The Project is expected to start in August 2026, and the term of contract shall be until the end of March 2027. However, the Project scope (Refer to 3.3 in Appendix 1 “Technical Specifications”) shall be finished by the end of February 2027. (3) The amount of budget for the Project: 350,000 USD in total, including Japanese consumption tax (“JCT”), sales tax, withholding income tax on 2domestic source income for non-resident company in Japan and all other applicable local taxes. * This is NOT cost estimates. It’s the maximum limits of the budget. Your quotation shall not exceed the above-mentioned budget. Your quotation shall be in USD. The cost performance will be one of the evaluation criteria.

Please refer to Section 9 for evaluation details. * Above mentioned budget covers all costs and expenses needed to conduct the Project including but not limited to personnel expenses, preparing Project materials, shipping materials, PCs, software and programming language licensing fee (including installing), personnel’s transportation and accommodation fee, daily expenses, tax, and any other necessary equipment. (4) Deliverables: Refer to 3.7 in Appendix 1 “Technical Specifications”. (5) The language used in the contract: English (6) The currency used in the contract: USD (7) The terms of contract: a. Subcontracting The Contractor shall not subcontract any part of the Contracted Work without obtaining the prior consent of JOGMEC. b. Handling of Rights Related to Deliverables Upon the Deliverables passing the Inspection of Completion as set forth in the Deliverables shall be deemed delivered by the Contractor to JOGMEC, and, upon such delivery, all intellectual property rights, ownership, and risk of loss pertaining to the Deliverables shall transfer from the Contractor to JOGMEC. Provided, however, that any copyrights in works that the Contractor owned prior to the execution of this Agreement or in generally available works shall not transfer to JOGMEC. c. JOGMEC’s Announcement of Agreement The Contractor acknowledges that JOGMEC will announce the title and an outline of this Agreement, the Contract Amount, and the Contractor’s name, address, and other details. 3d.
