Tender Brief Description:
Save the Children International (SCI), acting as the implementing agency, invites eligible consulting firms to submit proposals for the provision of consulting services for the design and supervision of infrastructure projects in Tog-wajaale, Gabiley District, Somaliland.
The consulting services will include:
Phase 1: Feasibility Study and Preliminary Design
Phase 2: Detailed Design and Preparation of Tender Documents
Phase 3: Supervision of Construction Works
Phase 4: Services during Defects Liability Period and Project Closure
Important Notice to Bidders:
This consultancy is being tendered as a complete package covering the Feasibility Study, Design, Construction Supervision, and Defects Liability Period phases. However, only the Feasibility Study Phase is guaranteed at this stage. The subsequent phases will be subject to satisfactory feasibility study findings and approval by KfW/IGAD. Save the Children reserves the right not to proceed with the remaining phases if the required approvals are not obtained.
An optional pre-bid conference will be held online on10thAugust 2026 at 10:00 hrs(Hargeisa local time) via Microsoft Teams. The Microsoft Teams meeting link will be shared by email with eligible registered bidders prior to the meeting[1].

All clarification requests must be received no later than9 August 2026, which isseven (7) calendar daysprior to the bid submission deadline. No clarification requests will be accepted after this deadline.
Submission of Proposals and Delivery Address:
Interested firms are required to submit their Technical and Financial Proposals in sealed envelopes in accordance with the instructions provided in the RFP document. The sealed envelopes shall behand-deliveredand deposited into the designated tender box located in front of the Main Conference Hall at Save the Children International Hargeisa Office, East of Osob Mall, Jig-jiga Yar, Hargeisa, Somaliland.
Bidders are responsible for ensuring that their proposals are submitted before the specified deadline and deposited in the designated tender box.
Proposal Submission Deadline and Bid Opening Session
The deadline for submission of proposals is16 August 2026at 4:00 PM (EAT – Hargeisa local time). Proposals received after the stated deadline will not be accepted.
The bid opening session will take place on17 August 2026at 10:00 AM (EAT – Hargeisa local time) at the Save the Children International Hargeisa Office. The opening session will be conducted in accordance with the applicable procurement procedures and will involve the opening and recording of submitted proposals.
