Description
The purpose of this request for proposals is to solicit competitive proposals from qualified consultants to provide technical consultancy services for senior entomology and surveillance systems consultant
The consultancy aims to assess and strengthen Mozambique’s entomological surveillance system to improve malaria outbreak detection, prevention, and response. The assignment has three main objectives:
(1) conduct a comprehensive assessment of existing entomological surveillance systems and practices;
(2) develop and/or revise tools and frameworks to strengthen integrated epidemiological and entomological surveillance for outbreak detection;
and (3) build the capacity of Ministry of Health staff on entomological surveillance interventions, tools, and approaches.
The consultancy will be implemented at national level in collaboration with the National Malaria Control Programme (NMCP), relevant Ministry of Health departments, Maputo City Municipality, districts, health facilities, and key partners. The detailed field assessment will focus on three districts of Maputo City (KaMavota, KaMubukwana, and Katembe).
Key activities include assessing entomological interventions, surveillance systems, data collection and use, tools and protocols, staff capacity, coordination mechanisms, climate data integration, and outbreak detection and response systems. The consultant will identify gaps, bottlenecks, and inefficiencies within the current system, analyse qualitative and quantitative data, and produce a technical report with practical recommendations to strengthen entomological surveillance and its integration with epidemiological monitoring.
The consultancy will also develop or revise standard operating procedures, surveillance tools, and an integrated epidemiological-entomological framework, followed by training and capacity-building activities for Ministry of Health personnel.
Within this context, Malaria Consortium intends to recruit a Senior Consultant to support the consolidation, management, and analysis of evaluation data, as further detailed in the subsequent sections of this RFP.

Proposals received after the specified deadline will not be considered.
